<br />Jim Rhoades, property owner, indicated everything has been stated and clarified the <br />discussion on the fence. <br /> <br />Cheryl Bates, property owner, addressed the City Council in support of the <br />improvements to be made. She indicated no reports have been made from tenants <br />regarding improvements. <br /> <br />Mr. Stanton indicated the current tenants are concerned about the proposed <br />construction and they value their privacy a great deal. <br /> <br />Hearing no further requests to speak, the public hearing was closed. <br /> <br />Mayor Hosterman felt the project is a good one. The Planning Commission <br />approved it; staff feels all the stipulations and constraints have been met. Therefore, <br />she moved staff's recommendation. <br /> <br />Councilmember Sullivan questioned how the trees species were selected. <br /> <br />Staff responded the city's landscape architect recommended them. <br /> <br />Council member Sullivan supported the motion with the friendly amendment to revisit <br />the tree issue. <br /> <br />Mayor Hosterman added the issues of ensuring those decorative lights illumination is <br />directed downward with no glare to the neighbors. <br /> <br />Councilmember Thorne supported the motion. He indicated concern with <br />consistency on building heights and believed Council should address the issue. <br /> <br />Councilmember McGovern referred to the handouts regarding the plants indicated <br />they are fairly toxic to people and suggested that the tree species should be <br />reviewed. <br /> <br />Councilmember Brozosky believed the improvements fit with the neighborhood and <br />supported the motion. <br /> <br />Motion: It was m/s by Hosterman/Sullivan to pass Resolution No. 06-062 denying <br />the appeal for PAP-98, Steve and Carol Stanton appellants; (PAP-97 <br />StantonlPADR-1542 Sweeney Construction, for Jim Rhoades) appeal of the <br />Planning Commission decision denying PAP-97, the appeal of Steve and Carol <br />Stanton, thereby uphOlding the Zoning Administrator's approval of PADR-1542, the <br />application of Sweeney Construction for administrative design review approval to <br />construct an approximately 1,224 sq. ft. 2nd floor addition and an approximately 120 <br />sq. ft. 1s1 floor addition to the front of the existing residence located at 3227 <br />Anastacia Court with the condition that staff address the tree species and balcony <br />light issues.
