<br />Councilmember Brozosky again asked what restoration of an arroyo meant and asked for <br />a definition of what an arroyo was. <br /> <br />Councilmember Sullivan wanted the arroyo to be closer to what it was to begin with. He <br />did not know the answer to whether water should flow continuously. What exists now is <br />not a natural creek, but rather a big drainage ditch. He was talking about turning it into <br />something more natural similar to what was tried at Kottinger Creek. He pointed out this <br />would be a policy, but specific projects would have all the details included. He felt the <br />question was do we want wide drainage ditches going through town or natural looking <br />creeks that fulfill the same function. <br /> <br />Director Iserson suggested rather than using the word "restoration" that the statement <br />should say "create riparian corridors." If there is a concern that the arroyos were not an <br />original riparian corridor, but was manmade, then we would not be restoring it to a riparian <br />corridor but would be creating it. <br /> <br />Councilmember Brozosky said that is why he was confused. Restoring means if there was <br />no water then you restore it to that. That is different than creating something that might <br />have been there in only one of its cycles. <br /> <br />Director Iserson suggested "creating or restoring" to cover the whole gamut. Where an <br />arroyo was more riparian, it would be restored to that and where it was drier, then the <br />object would be to create a natural stream or creek area. <br /> <br />Councilmember Sullivan felt this was nitpicking. The concept is restoration, whether <br />creating something new or restoring what used to be, it is the same goal to him. <br /> <br />Councilmember McGovern commented she had taken a walk on the Bernal property to <br />look at the riparian habitat or channel from the fairgrounds. A lot of money has been spent <br />to create the wide drainage area with slopes. She had thought those things were created <br />for flood control channels more than riparian habitats. She would like these kinds of flood <br />control channels to be softened to be more riparian habitats and areas for migratory birds, <br />etc. The one on the Bernal property is not very inviting. She hoped to do something to <br />improve the corridors we have. <br /> <br />Mayor Hosterman suggesting staying with the word "restoration" as it allows greater <br />flexibility. <br /> <br />Mayor Hosterman asked for comments and direction regarding the draft Circulation <br />Network. <br /> <br />Assistant City Manager Bocian believed that Council had approved the circulation network. <br />Staff had brought it back with minor changes and hoped to receive comments on Exhibit <br />A. He did not believe it was necessary to go through every section that had been <br />discussed earlier. <br /> <br />Mayor Hosterman asked if there was consensus to give staff direction to model Alternative <br />B and include in that additional modeling related to Hacienda Business Park. <br /> <br />Councilmember McGovern pointed out that she did not vote for the land use plan or the <br />alternative.
