<br />Mr. Paxson supported the alternative that supported the transit-oriented development, <br />although the other alternative presented at the land use workshop would be instructive as <br />well. If there is an opportunity to dovetail what Hacienda is doing in terms of traffic <br />modeling with the General Plan update, he felt it would be valuable for Council to have <br />that information. <br /> <br />Nick Meier referred to the Alviso Adobe and said it has been deteriorating and objected to <br />spending over $4 million on turning it into a training center. He supported the Stoneridge <br />Drive extension as well as West Las Positas. He believed there were plans to force out <br />the industrial uses at Busch and Valley. He referred to the plans for a Home Depot on the <br />east side of town near a substation. He said it would be very expensive to move the <br />substation and he did not want to pay higher electric bills because of that. He believed <br />any development should fit the site as it is. He also noted increasing the water park at <br />Shadow Cliffs will only bring more traffic. He did not think it wise to build a senior center <br />and a car dealership in the EI Charro area with the only access being from the freeway. <br />He wanted Council to eliminate once and for all the interchange at West Las Positas and 1- <br />680. That would only cause traffic to back up on the freeway at another place. At present, <br />during school hours in the morning and afternoon, traffic backs up on the overpass for <br />over 30 minutes. He referred to the comments about people who run through traffic <br />signals and felt it was not just non-residents who do it. He noted other problems he has <br />encountered with traffic signal timing and trees in front of stop signs. <br /> <br />Judy Symcox said buyers of homes ten years ago knew that Stone ridge Drive was <br />planned for extension. The people who live along Valley Avenue in Danbury Park and <br />Autumn Glen did not receive disclosures twenty years ago because it was never intended <br />that Valley would have the traffic it now has. She noted there is a plan to model Busch <br />Avenue, but she did not feel there would ever be a connection going from the freeway to <br />EI Charro to Stanley and have Busch be a direct through road. She felt that would be <br />insanity because Valley Avenue is already full. Adding three left turn lanes will not help, <br />because Valley would still be the same size. She believed traffic on Valley was from <br />people living in Livermore who work in the business park, which is why they turn right and <br />go over to Santa Rita. It is not for people going farther south to Silicon Valley. She felt <br />Stone ridge Drive did not have to connect to the freeway and suggested an overpass that <br />would allow people from Livermore to get to Pleasanton. It seems every street in the town <br />has been protected except Valley Avenue. <br /> <br />4. Draft Public Safety Element: Review and provide comments on the Draft Public Safety <br />Element (SR 06:209) <br /> <br />Janice Stern presented the staff report. <br /> <br />Councilmember Thorne asked what the purpose was of critical facilities. <br /> <br />Principal Planner Stern said they included potential areas for sheltering, such as school <br />and church sites as well as some public buildings.
