<br />Council member McGovem believed an additional evaluation should be <br />completed to show the variables because the contingency may not be enough <br />to complete the improvements in the Vineyard Avenue Corridor Specific Plan <br />area. She questioned whether 618 gallons per day is the normal average daily <br />use of water by persons in a single family residence. <br /> <br />Mr. Cuesnza responded that for many of the larger, well landscaped lots within <br />Ruby Hill, the normal average use is anywhere from 4 to 5 times higher than <br />600 gallon per day, especially during the summertime. <br /> <br />Councilmember McGovem questioned the staff report statement that the City <br />had enough money to complete these improvements because it appears in the <br />VCSP financing plan that there is over a $1.1 million shortfall. <br /> <br />Mr. Wilson responded the current balance in the Specific Plan fund account has <br />$2.2 million for funding remaining improvements; staff recommends using $1.1 <br />million of the $2.2 million to fund the water tank and related improvements. <br /> <br />Council member McGovern still had concerns about committing $4 million <br />dollars toward a project that does not have a financing plan in place for the <br />remainder of the improvements. <br /> <br />Vice Mayor Sullivan reviewed what staff was requesting. He wanted to take <br />into consideration fairness to the rate payers and how to address the fact that <br />more water was being used than originally thought. <br /> <br />City Manager Fialho indicated Council could take the position to pass all these <br />additional costs to the remaining units in the Vineyard Corridor. There is an <br />argument that the financing program is not fair because as more development <br />occurs, the remaining costs need to be borne by the undeveloped lots. Staff is <br />reviewing alternatives such as increased fees and water rate adjustments. <br /> <br />Councilmember Thome inquired whether the water tank needed to be built <br />regardless of a financing plan. He thought that if it were delayed, the cost <br />would continue to increase. <br /> <br />Mr. Wilson responded that at some point the water tank has to be built. <br /> <br />Motion: It was m/s by Thorne/Sullivan to approve plans and specifications, <br />award the construction contract with Tetra Tech Inc., to perform construction <br />management services for the project, amend the purchase and sale agreement <br />with Threehand LP, and direct staff to develop a financing plan for the <br />remaining portions of the Vineyard Avenue Corridor Specific Plan Area <br />Infrastructure.
