2. ROLL CALL

City Clerk Dawn Abrahamson called the roll, which was recorded as follows:
Councilmembers present were Steve Brozosky, Cindy McGovern, Matt Sullivan, Jerry Thorne,
and Mayor Hosterman. Staff members present were: Nelson Fialho, City Manager; Michael
Roush, City Attorney; Steven Bocian, Assistant City Manager; Tim Neal, Police Chief; Jerry
Iserson, Director of Planning and Community Development; and Jim Wolfe, Director of Parks
and Community Services.

3. AGENDA AMENDMENTS

Nelson Fialho noted agenda item 6d, request of Ponderosa Homes to review the terms
for its use of the Inclusionary Unit Credits (IUC's) and the affordable housing requirements in
connection with the 172-unit senior apartment development approved previously on the Busch
property, was being continued by staff to March 7, 2006.

At the request of Councilmember Brozosky, agenda item 4n, authorization to enter into
an agreement with VMI, Inc. for the installation of video equipment in the City Council
Chambers, was pulled from the Consent Calendar and moved to agenda item 6e.

4. CONSENT CALENDAR

Mr. Thorne mentioned he had a discussion with staff regarding the developments
occurring within the Remen Tract as it pertained to agenda item 4b. He asked staff to share
their discussion with Council.

Nelson Fialho, City Manager, said the City does not have a master plan for the Remen
Tract. A previous Council had the potential annexation of this area as a priority. Staff has not
spent any time on this issue over the past year. He noted that staff would present an idea to
Council to resume discussions for annexation later on in the calendar year. If the City were to
proceed with annexation, staff would need to spend some time with the neighborhood
explaining the benefits of annexation, obstacles and challenges associated with it. To begin this
process, Council could choose to reflect this as a Council priority for discussion later on in the
calendar year.

It was moved by Mr. Brozosky, seconded by Mr. Thorne, that the following actions
under the Consent Calendar be taken with the removal of item 4n to &e.

Mr. Brozosky referred to agenda item 4g and asked staff if it provided advance
notification of anticipated temporary closure of City streets for special events to the various
effected neighborhoods?

Mr. Fialho said no.

Mr. Brozosky expressed concern regarding the "Tri-4-Fun" Triathlon Events held in the
Shadow Cliffs area from June to October, which would occur during the construction and
removal of the roundabouts on Vineyard Avenue.

Pleasanton City Council
Minutes

2

02/07/06
