<br />Ms. Farnsworth said the Commission understood there was not a significant population <br />increase anticipated before build out. <br /> <br />Mr. Sullivan asked if the feasibility study would address the expansion of the Library <br />versus relocation of the Library? <br /> <br />Mr. Fialho said once it has been determined what the facility can accommodate or <br />cannot accommodate, it will drive or resurrect the Master Plan for the Civic Center. If Council <br />decided to expand the facility and the feasibility study determines that can occur, staff will need <br />to review build out of the Civic Center in the context of this expansion. As a part of its work plan <br />next year, Council will need to make a decision as to whether this project is a priority. <br /> <br />It was moved by Mr. Sullivan, seconded by Mr. Brozosky, to authorize the <br />issuance of an RFQ to prepare a library expansion feasibility study. <br /> <br />In response to an inquiry by Ms. McGovern, Mr. Fialho said the feasibility study would <br />determine the cost of expansion assuming the Library can be expanded as well as the cost of <br />building a new facility somewhere on this site. Staff and Council will be discussing the plans for <br />a Community and Youth Center on the Bernal property and if there any activates within those <br />uses that might diminish the need for certain space at the Library. Ultimately, Council will need <br />to address the growing needs of the Library and the decision point for Council will be to serve <br />build out needs. <br /> <br />Ms. Farnsworth informed Council that a State bond measure would be on the June 6, <br />2006 Primary Election Ballot for Public Library Construction which if successful, would offer <br />significant grant opportunities. <br /> <br />The roll call vote was taken as follows: <br />AYES: Council members - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED: None <br /> <br />7.
