(SR 06:075) Mr. Bocian and Julie Farnsworth, Director of Library Services, presented the staff report. Mr. Brozosky asked if the analysis would include the possibility of moving Old Bernal Avenue to the San Francisco Water District property, which would provide a larger contiguous site. Based upon Phase I of the Civic Center Master Plan, Mr. Bocian said relocating the street would be difficult. A consultant was hired as part of the Phase I process to consider two options: the closure of Old Bernal Avenue to provide one contiguous site and the potential to relocate Old Bernal Avenue. The closure of Old Bernal Avenue was not an option and relocating it was extremely difficult to get the appropriate curvature in the street would not provide any additional land. He reminded Council that the City does not own the San Francisco Water District site. Ms. McGovern asked if Council was considering the cost to construct a parking garage? Mr. Bocian said not necessarily which is why he indicated that staff might need to revisit the Civic Center site. The focus will be on the expansion of the current Library building, the cost and identifying other issues, one of which will be how the expansion of the Library will impact parking and identifying how this issue will be resolved. He did not believe the analysis would get into the details of a parking structure. The reason for including the parking structure in the Phase I Civic Center Master Plan was because of the connection to the Downtown Specific Plan that addressed additional parking on the Civic Center site. The Specific Plan also discussed an expanded City Hall building and additional parking that is needed. Ms. McGovern asked if the analysis would include the minimal amount of space that the Library would need to have including increasing the amount of volumes per capita, but not including other amenities. Mr. Fialho suggested that staff approach the feasibility analysis with the maximum square footage in mind which will determine the ultimate potential layout for the property and take into consideration all of the maximum associated impacts. Ms. McGovern was hopeful this analysis would include more than one option. In response to an inquiry by Ms. McGovern, Mr. Fialho said there are two approaches for the funding of the Library expansion: (1) set aside funding over time for the improvements or (2) issue debt and pledge a portion of General Fund money towards that debt payment.
