He was not comfortable recommending a further allocation for this project until Council <br />has weighed in from a policy perspective. <br /> <br />It was moved by Mr. Sullivan, seconded by Mayor Hosterman, to approve the <br />proposed funding plan and its inclusion as part of the FY 2005106 mid-term CIP with the <br />condition that staff provides Council with a funding plan for the Kottinger Creek <br />Renovation project at the time the project specification and design are reviewed. <br /> <br />Mr. Brozosky was comfortable with staff's recommendation. By approving the proposed <br />funding plan, he did not believe it tied Council's hands. <br /> <br />Ms. McGovern believed she was taking a leap of faith on each of the five projects. She <br />was not certain that the bids would come in at the projected cost estimates. She asked what <br />would occur if the bid for the Veterans Memorial Building were more than the project cost <br />estimate? <br /> <br />Mr. Bocian said staff would need to address the shortfall and as part of this funding plan, <br />staff is recommending setting aside a reserve in the CIPR to address some of these issues. He <br />believed that Mr. Brozosky was accurate in the sense that this funding plan addresses and <br />provides Council and the members of the community interested in these projects a clear idea <br />that there is funding to move forward. <br /> <br />Mr. Fialho reminded Council that staff is actively pursuing federal grants for some of <br />these projects including the Veterans Memorial Building, the Alviso Adobe Community Park <br />project and the Vineyard Avenue Resurfacing project. If staff is successful in its attempts, the <br />City is basically reimbursing itself and making more funding available for contingency or putting <br />the money in the CIPR which can be reprogrammed for another project. <br /> <br />Mr. Sullivan clarified that the funding plan was not contingent upon the $304,000 grant <br />for the Kottinger Creek Restoration project. <br /> <br />In response to an inquiry by Mr. Brozosky, Mr. Fialho said staff would provide a plan that <br />the neighborhood and staff is proposing including available funding for the Kottinger Creek <br />Restoration project.
