<br />Ms. McGovern asked staff to provide an update to Council regarding the add alternatives <br />to the Phase I Bernal Sports Fields. <br /> <br />Mayor Hosterman invited public comments. <br /> <br />Pat Griffin, a Pleasanton resident, asked Council not to make a decision this evening <br />regarding the Kottinger Creek Restoration project that would predetermine what it could decide <br />when this project comes before Council. <br /> <br />Cheri Puis, a Pleasanton resident and a member of Friends of Kottinger Creek, <br />concurred with Ms. Griffin's comments. She believed any decision Council made now before it <br />had the opportunity to review the design plans for the Kottinger Creek Restoration project would <br />be premature. As the staff report indicated, this project has a funding shortfall of $305,273. <br />However, staff has submitted a California River Parkways Grant application in the amount of <br />$304,000. She noted that the staff report offered a solution to reduce the project scope by <br />incorporating fewer bridges from the number included in the current design. The objective of <br />this project is creek restoration and at least two if not three of the existing culverts need to be <br />removed to achieve this goal. The bridges need to be reconstructed to preserve access to the <br />pathway for recreation that is continued for 35 years. She expressed concern regarding the <br />proposed reduction to this project and asked Council to approach this project with the same <br />support it has given to this point and fully fund it as has been done for the other four priority <br />projects. <br /> <br />Tom Gallagher, a Pleasanton resident and a member of Friends of Kottinger Creek, <br />support all five Council priority projects. He concurred with the previous speakers comments. <br />He reminded Council that the Kottinger Creek Restoration project has been in the works for the <br />past six years. The final design is completed and awaiting Council approval in order for the <br />project to be submitted for bid. The final project design includes the three bridges, which is <br />necessary for the proper restoration as recommended. He noted that necessary funding needed <br />to be obtained with or without the Grant. He emphasized the importance of Council granting <br />final approval for the project design, which is critical to the overall timeframe to complete this <br />project. Friends of Kottinger Creek believe this is a worthwhile project in which the School <br />District can share for its natural science classes. <br /> <br />Vanessa Kawaihau, a Happy Valley resident, encouraged Council to move forward with <br />reallocating the funds for the five Council priority projects. She suggested removing the <br />Kottinger Creek Restoration project out of the proposed funding plan and not make it contingent <br />upon approval of the other four projects. She noted that a portion of the South Pleasanton <br />Neighborhood Park Reserve was used by the prior Council for the Phase I Bernal Sports Field. <br />This Council also approved using a portion of the Reserve for the purchase of the property on <br />Vervais. It was her recollection that the balance of the South Pleasanton Neighborhood Park <br />Reserve was more than $47,275, and there was a certain portion that could not be used for <br />anything other than land acquisition without changing an ordinance. <br /> <br />Mr. Bocian said that was correct. <br /> <br />Mayor Hosterman closed the public comments. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />11 <br /> <br />03/07/06 <br />
