<br />Mr. Iserson said no number was set, but there was 22 acres of medium density <br />residential approved. The idea of senior housing was discussed, but nothing was cast in <br />concrete. <br /> <br />Ms. McGovern asked about this because she was concerned about the transfer of <br />density. She did not want to see a specific number of units assigned to this property. <br /> <br />issue. <br /> <br />Mr. Iserson said that site is not included in the Housing Element, so it does not have that <br /> <br />Mr. Brozosky clarified that if the site is not used for a school, it is designated as medium <br />density residential, senior only. The 114 units is the midpoint for medium density, but no <br />specific number of units was set. <br /> <br />Trish Maas said there are five locations in town available for residential units: <br />Stoneridge, Hacienda, Staples Ranch, East Side, and Valley Trails. Of those five, she asked <br />which already have a specific plan or master plan? <br /> <br />Mr. Iserson said there is a plan for Hacienda and Staples Ranch. <br /> <br />Ms. Maas felt it was possible to be overwhelmed in trying to plan every site. She felt <br />emphasis should be on "general" plan. When a plan comes forward, then people can become <br />more specific in the planning of a site with traffic models, etc. <br /> <br />Mr. Iserson said traffic is also considered at the General Plan level, but as one gets to <br />specific project levels, then more detailed traffic analyses are done. At the General Plan level, <br />consideration is given to possible land uses and possible traffic impacts, knowing that further <br />analysis will be done later at the project stage. At this meeting, staff is looking for input on the <br />general proposals. Staff would present further options later. <br /> <br />Mr. Blank did not want to create unintended entitlements as part of the General Plan <br />update. <br /> <br />Mr. Arkin asked for further clarification of the draft circulation model and what <br />assumptions are included. He also asked if any proposed addition of home sites would be <br />added to that model? <br /> <br />Mr. Iserson responded that after the various workshops on traffic circulation were held, <br />Option B was selected by Council, which included intersection improvements, some street <br />widening and extensions, not including Stoneridge Drive and the West Las Positas interchange. <br />Regarding the east side of town, one of the key extensions was EI Charro Road from 1-580 to <br />Stanley and the interactions to Busch. After land use options are determined from these <br />workshops, then new traffic models would be run to determine impacts. The first workshop that <br />returns to traffic would take a closer look at some of the proposed extensions, widenings, etc. <br /> <br />Mr. Arkin asked if he could assume that when that stage is reached, staff would take the <br />current state of the city, plus what is already approved and then consider one at a time the <br />Hacienda, Staples Ranch and east side proposals to evaluate the impacts. <br /> <br />Mr. Iserson said staff would come back with two to four alternative land use scenarios <br />and run the traffic models against them based on the Option B circulation plan. <br /> <br />Joint Workshop <br />City CounciVPlanning Commission <br /> <br />6 <br /> <br />01/24/06 <br />
