<br />Ms. Stern said the formal scoping ends at the close of the meeting on January 30. To a <br />large extent, this is to notify agencies about the preparation of an EIR so they can make sure <br />they submit written comments about what kind of analysis they want included. It is a public <br />meeting, but generally staff receives more formal responses from agencies than the public on <br />this kind of scoping meeting. <br /> <br />Mr. Brozosky felt it was a cart before the horse situation. At this workshop no decision <br />was made on whether the east Pleasanton area would be a study area or specific plan. How <br />would an outside agency like Zone 7, Dublin, Livermore or Alameda County know what to <br />comment on? <br /> <br />Ms. Stern said in the notice of preparation of an EIR staff identified those potential areas <br />of change. If one were a neighbor of one of those areas or an agency with an interest in those <br />areas, then you would be notified that there is something going on and could express an interest <br />in the analysis. <br /> <br />Mr. Brozosky said they would have to go through the process even though Council may <br />decide not to include the area in the General Plan but to put it into a study area for a future <br />specific plan. He was concerned the agencies would have to go through more work than was <br />necessary. <br /> <br />5.
