Regarding her neighborhood, the City may revise the gross <br />developable acres definition to exclude areas with steep slopes, land slides, etc. In 1998, a <br />previous Council approved a General Plan amendment for 75 medium density homes outside <br />the urban growth boundary line and in an area with a landslide and earthquake fault. Now this <br />Council is in the process of undoing that and moving those 75 units some place else. <br />Unfortunately, those units will probably be moved to the flat land of her community. These <br />issues have not been addressed, but the scoping session is moving forward and the public <br />comment period ends at the end of that scoping session, so the residents may not be able to <br />make comments. <br /> <br />Vice Mayor Sullivan asked staff to elaborate on the scoping session as well as the fact <br />that the workshops beyond that session may identify potential issues that should be address in <br />the EIR, and asked if they could still be included in the EIR? <br /> <br />Ms. Stern said staff issued the notice of preparation of the draft EIR. Even though the <br />official comment period closes at the end of the scoping session on Monday, staff would be <br />developing the actual project for a long time into this process. There is no project description at <br />the moment, so obviously a more definitive description will be provided to the consultant and <br />any information received on additional issues that come up will be included in their analysis as <br />well. When the remaining land use workshop on the west side properties and southwest hills <br />occurs, staff can include any remaining issues. <br /> <br />Ms. McGovern hoped that Council and Planning Commission would have an opportunity <br />to review what is included in the draft EIR and provide comments on things that they may want <br />to add. <br /> <br />Ms. Stern said staff would be presenting the altematives for project descriptions and that <br />discussion could be held at that time. Council could make any comments on what it wanted to <br />have added to the EIR at that meeting. <br /> <br />Ms. McGovern asked if the January 30 meeting was the only meeting where the public <br />could comment on the EIR? <br /> <br />Ms. Stern said it is the formal meeting required by CEQA, but staff reviews the notes of <br />every meeting to catch issues that need to be analyzed. <br /> <br />Mr. Iserson said the purpose of the scoping meeting is to get issues from the public to <br />make certain they are addressed in the EIR. There are other opportunities as the EIR draft is <br />completed and reviewed for the public to review the document and make comments all along <br />the process. <br /> <br />Ms. McGovern had concerns that all the areas of the community have a chance to <br />discuss their issues. <br /> <br />Mr. Fialho said once we get through this process and if a workshop or scoping session <br />has not addressed a particular issue, then another workshop could be held to hear their <br />concerns. <br /> <br />Ms. Maas pointed out that all correspondence, emails, etc. are included in the EIRs. <br /> <br />Joint Workshop <br />City CounciVPlanning Commission <br /> <br />15 <br /> <br />01/24/06 <br />
