<br />Doug Reynolds, 501 EI Charro Road, representing Vulcan Materials, noted it would be a <br />big project to develop this 1 ,000 acre site, but he felt the task was even greater because the <br />area also encompasses Staples Ranch and Livermore property east of EI Charro Road. These <br />developments are all happening at once and need to be coordinated. Vulcan's major concern is <br />the interchange from 1-580 down EI Charro Road. He wanted to be certain it was designed <br />safely for their trucks, employees and customers and also the neighbors and people using the <br />retail in the area. He requested the opportunity to work with Pleasanton staff on behalf of <br />Vulcan on the design and transportation circulation for this area. <br /> <br />Mr. Iserson said when the design stage for EI Charro is reached; staff would certainly <br />involve the gravel companies, Livermore and Staples Ranch representatives. <br /> <br />There were no other speakers. <br /> <br />There was a break at 8:45 p.m. <br /> <br />The meeting was reconvened at 8:54 p.m. <br /> <br />4. NEXT STEPS AND MATTERS INITIATED BY COUNCIL OR COMMISSION <br /> <br />Phil Blank expressed concern that there may be a perception by landowners that there is <br />an entitlement for a particular type of development. He supported making this a study area for <br />more careful review later. As the process moves along, it may be useful to come back to this <br />area to review potential options. He felt because of traffic concerns, there needed to be a great <br />deal of caution when reviewing this area. <br /> <br />Trish Maas reiterated her desire for a "general" plan and to look at all the variables. That <br />is the only way to arrive at intelligent decisions regarding the properties. She could not make a <br />decision on any option at this time. She thanked staff for a good report. <br /> <br />Anne Fox wanted this to be a study area with later development of an East Pleasanton <br />Specific Plan. She felt this area has been developed piecemeal with a lot of self-storage areas. <br />She noted there are many agencies involved in this area, such as the Livermore Airport, the <br />Livermore master plan study, Alameda County, Zone 7, and all the property owners. The <br />Specific Plan should not be just land use designations, but to identify areas for public and <br />institutional uses. She wanted to see a list of those uses that were not included in the Bernal <br />property, such as the 4H Club, and see if some of those could be located in this area. She <br />wanted private schools and childcare centers because of the growth of residential units in East <br />Dublin. She wanted the Hanson Aggregate reclaimed area (parcel G) to be a transition from EI <br />Charro to the neighborhood and not backed up with commercial retail. She wanted areas for <br />religious facilities as well. She further wanted to see the Iron Horse Trail connected to the chain <br />of lakes trails. She wanted to have the Martin Avenue buffer zone connect its trail to the chain <br />of lakes trails and the Iron Horse Trail. There needs to be a parking area near the chain of <br />lakes for people who what to use it as a recreational facility. That should be done as part of a <br />Specific Plan. If it is done at a General Plan level, if anyone wants to deviate from the Plan it <br />would require a General Plan amendment, which is more difficult and she felt discourages <br />developers. <br /> <br />Joint Workshop <br />City Council/Planning Commission <br /> <br />11 <br /> <br />01/24/06 <br />
