Lvnn Jansen/Lvnden Homes (SR 06:013) <br />Application for: (1) rezoning of two existing parcels totaling approximately 4.19 acres <br />from Planned Unit Development (PUD) and Agriculture (A) District to Planned Unit <br />Development - Medium Density Residential (PUD-MDR) District; (2) PUD development <br />plan approval for 11 buildable parcels and two remainder parcels ranging from 10,000 <br />square feet to 13,000 square feet; and (3) Development Design Guidelines for a single- <br />family detached residential development. The project site is located on a 4.3-acre parcel <br />at 1635 and 1777 Rose Avenue. Consider a Negative Declaration prepared for the <br />project. <br /> <br />Jerry Iserson, Director of Planning and Community Development, presented the staff <br />report. <br /> <br />In response to an inquiry by Mr. Thorne, Mr. Iserson said the City has always required <br />properties adjacent to the Arroyo Del Valle to submit geotechnical analyses to ensure the <br />stability of the slope on the bank of the Arroyo. Zone 7 has its own standards that it would like <br />to see implemented prior to agreeing to take over ownership of the Arroyos. Zone 7's basic <br />standard has evolved so now Zone 7 requires a 21/2:1 slope from the bottom of the slope to the <br />top of the bank. The applicant's geotechnical engineer believed that a 2:1 slope would be <br />sufficient considering at the top of the bank is a street and not a habitable structure. Since Zone <br />7 has not committed to whether it wants to take over ownership over the portion of the Arroyo, <br />the actual slope bank is subject to the City's determination. Staff is recommending the plans be <br />amended to reflect the 21/2:1 slope bank so that it would correspond to Zone 7's standard in the <br />event Zone 7 decides to take over ownership. The issue with Zone 7 has not been resolved <br />and if Zone 7 chooses not to take over ownership, it would be the homeowners association for <br />the Roselyn Lane Project to take responsibility for ownership and maintenance. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />4 <br /> <br />01/17/06 <br />
