CONSENT CALENDAR <br /> <br />It was moved by Mr. Sullivan, seconded by Mr. Brozosky, that the following <br />actions under the Consent Calendar be taken with amendments to page 18, paragraph <br />eight of the joint workshop minutes of November 29, 2005 to reflect Ms. McGovern's <br />point when talking about land use that Council stop thinking only about building <br />affordable units, amendments to page six, paragraph seven of the December 6, 2005 <br />minutes to correct the name of Mr. Christian to Mr. Chris Miller, and amendment to the <br />preannexation agreement and provision of water connections for 849 Sycamore Road, <br />Silveira (agenda item 4i) to include Sycamore Road to Section 2 of the agreement. <br /> <br />Jerry Wagner, a Happy Valley resident, referred to agenda item 4i and addressed <br />Council regarding the poor quality of well water in the Happy Valley area. <br /> <br />It was Mr. Brozosky's understanding that the poor quality of well water in the Happy <br />Valley area began prior to the construction of the Golf Course. <br /> <br />Michael Roush, City Attorney, said that was correct. <br /> <br />Kevin Close, a Happy Valley resident, referred to agenda item 4i and said he had no <br />issues with the property owner connecting to the City sanitary sewer and water systems. He <br />requested Council amend Section 2 of the preannexation agreement to include Sycamore Road <br />in the last sentence of this paragraph, as he believed the intent of the Happy Valley Specific <br />Plan was to keep traffic off of the loop roads. <br /> <br />In response to an inquiry by Mayor Hosterman, Mr. Roush said Council's intent and <br />direction was that the votes should count in favor of annexation if at the time of the election a <br />road had been constructed that is intended to remove golf course traffic off the Happy Valley <br />Loop Road System. He did not disagree with Mr. Close that Sycamore Road should be <br />included in the preannexation agreement and believed it could be added. <br /> <br />Jerry Wagner, a Happy Valley resident, referred to agenda item 4k and disagreed with <br />staff recommendation number one as outlined in the staff report. He believed these positions <br />should have new committee members on a continuing basis and these positions should not be <br />excluded from term limits. <br /> <br />Nelson Fialho, City Manager, said staff excluded the Parks and Recreation <br />Commissioner and Youth Commissioner representatives because these positions are currently <br />subject to term limits under the City's current term limit regulations for Council appointees. The <br />staff representatives are providing staff support and perspective to the Committee, which is why <br />staff had not suggested that these positions be subject to term limits, which is common to what <br />occurs for most committees. <br /> <br />a. Approved the minutes of 12/06/05 and the 11/29/05 joint workshop and special meeting <br />minutes with amendments. <br /> <br />b. Actions of the Zoning Administrator and Planning Commission.
