<br />Ms. McGovern asked if the $2,295,494 million was the current amount available for the <br />Alviso Adobe Community Park? <br /> <br />Mr. Fialho said the current balance available for the Alviso Adobe Community Park was <br />$2.2 million dollars. Staff is preparing a report on this matter and after Council has an <br />opportunity to discuss capital projects on the December 6 agenda which articulates fund <br />balances for all of the major Capital Improvement projects for year to date, Council would have <br />an opportunity to use this as a basis for proceeding forward in terms of making important <br />decisions about funding. <br /> <br />Mayor Hosterman invited public comments. <br /> <br />Vanessa Kawaihau, a Happy Valley resident, said with any of the favorable variances, <br />particularly in the Street and Park Department and with the Golf Course being open, it was <br />important for Council to make sure that the mitigations for the Golf Course are fully actualized <br />and although the Alviso Adobe Community Park was a small portion of the Golf Course <br />mitigation, it was important to see it through. She pointed out the longer Council delayed the <br />Alviso Adobe Community Park, the higher the over-budget would be before this project goes out <br />to bid. She believed this particular Park has the opportunity to meet the needs of a larger faction <br />of the community than the Golf Course. Considering that the bypass road is mitigation for the <br />Golf Course, she believed it was important to put as much money aside as possible towards the <br />City's portion of the unbuilt portion of the bypass road. <br /> <br />Mayor Hosterman closed the public comments. <br /> <br />Mayor Hosterman reiterated what the staff report stated which was after setting aside <br />$3.86 million dollars in funding for carryover appropriations; the City has an ending surplus of <br />$3.99 million dollars. She thanked staff for its hard work. <br /> <br />It was moved by Mr. Sullivan, seconded by Mr. Brozosky, to adopt Resolution 05- <br />084, a resolution amending the 2004-05 Operating Budget as shown in Appendix A; <br />approving the Operating Budget carryovers detailed in Appendix C; fully appropriating <br />all General Fund Reserves and making designations as shown on page 13 of the staff <br />report; amending the 2004-05 Capital Improvement Program (CIP), as displayed in <br />Appendix E; approving the Capital Improvement Program budget carryovers detailed in <br />Appendix E; and fully appropriating all June 30, 2005 Fund Balances as shown in <br />Appendix B (Operating Budget Actuals) and Appendix E (CIP), and designating them as <br />contingency reserves for existing and future, known and unknown obligations. <br /> <br />The roll call vote was taken as follows: <br />AVES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />None <br />None <br />None <br /> <br />NOES: <br />ABSENT: <br />ABSTAINED: <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />12 <br /> <br />11/15/05 <br />
