<br />Ms. McGovern wanted the City's compensation system discussed as part of the <br />Economic Sustainability Element of the General Plan. <br /> <br />Mr. Fialho said once Council received the information, there would be an opportunity to <br />tie this into other discussions such as the Economic Sustainability Element of the General Plan. <br />As the analysis is presented, whether it is presented at a workshop or in the context of a regular <br />Council meeting, Council could have this discussion and make these decisions later. <br /> <br />The roll call vote was taken as follows: <br />AVES: Councilmembers - Brozosky, McGovern, Sullivan, Thorne, and <br />Mayor Hosterman <br />None <br />None <br />None <br /> <br />NOES: <br />ABSENT: <br />ABSTAINED: <br /> <br />6b <br />2004-05 Fiscal Vear-End Financial Reoort (ODeratina and Caoital Imorovement Proaram <br />Budaetsl. (SR 05:300) <br /> <br />Sue Rossi, Director of Finance, presented the staff report. <br /> <br />Mr. Brozosky noted that one of the major expenses that were under budget was <br />personnel. He asked if this was related to not filling certain positions that remained vacant? <br /> <br />Ms. Rossi said it was related partly to not filling certain vacant positions and related to <br />overtime being significantly under budget this year. She pointed out that the $1.S million <br />General Fund surplus was applied to the General Fund Capital Projects Reserve to be used for <br />one-time projects. <br /> <br />Mr. Brozosky believed the $1.S million General Fund surplus was not a permanent <br />savings and once vacant permanent positions were filled the expenses would increase. <br /> <br />Mr. Fialho said that was correct. <br /> <br />Mr. Brozosky noted that the staff report mentioned that a portion of the overage was due <br />to one-time adjustments and he asked for an explanation. <br /> <br />Ms. Rossi said there are usually one-time adjustments and are predominately related to <br />misallocations that maybe one jurisdiction is credited for something that belongs to another <br />jurisdiction. This past fiscal year, the State had an Amnesty Program and as a result of that <br />program, there were many taxpayers who paid additional amounts owed which resulted in a <br />spike of one-time revenue, which the City benefited from. Staff has not analyzed all of the data, <br />but it believed that at least $400,000 is one-time money. She noted vehicle sales increased <br />significantly this year and staff would not necessarily project this but would not raise the <br />projections significantly. <br /> <br />Mr. Brozosky referred to Appendix E, page E-3, entitled Capital Improvement Program <br />Parks Projects and asked if the City had received the Measure B Grant of $450,000 for the Iron <br />Horse Trail? <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />10 <br /> <br />11/1 5/05 <br />
