<br />The roll call vote was taken as follows: <br />AYES: Councilmembers McGovern and Thorne <br />NOES: Council member Sullivan and Mayor Hosterman <br />ABSENT: None <br />AST AINED DUE TO A CONFLICT OF INTEREST: Councilmember Brozosky <br />ABSTAINED: None <br /> <br />It was moved by Ms. McGovern, seconded by Mr. Sullivan, to direct staff to return <br />to Council with more detail regarding infrastructure improvements, remaining obligations <br />in the Vineyard Corridor and to review the issue of the City as a funding developer. <br /> <br />Ms. McGovern asked if the School District had paid its portion for the roadway <br />improvements, which was approximately 40 percent. <br /> <br />Mr. Roush said yes. <br /> <br />Ms. McGovern believed the staff report should have included all of the developers and <br />she did not understand why the City had not asked Signature Properties to repay its debt. She <br />was not certain whether the Vineyard Corridor Community Park would ever be built or if the City <br />would ever purchase this land. She wanted to have a clear picture as to what would occur in <br />the Vineyard Avenue Corridor. <br /> <br />Mr. Sullivan wanted it made clear that while he support this motion to receive additional <br />information, he was not supporting the concept and believed Council needed to have further <br />discussion as to whether the concept was sound from a fiscal standpoint for the City of <br />Pleasanton. He viewed this as a taxpayer subsidy for a small number of landowners with <br />development potential, which he did not believe was how the City should be spending its tax <br />money. <br /> <br />Ms. McGovern disagreed with Mr. Sullivan's comments. <br /> <br />The roll call vote was taken as follows: <br />AYES: Council members - McGovern, Sullivan, Thorne, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAINED DUE TO A CONFLICT OF INTEREST: Councilmember Brozosky <br />ABSTAINED: None <br /> <br />Mr. Brozosky resumed his seat at the dais. <br /> <br />6c <br />ADDroval of modifications to the Guidelines for the City's Down Pavment Assistance <br />Proaram.
