<br />There was a break at approximately 9:05 p.m. <br />The meeting reconvened at approximately 9:10 p.m. <br />6c/1l <br />Council direction reaardina the Drocessina of the Dreliminarv Draft Bernal Property <br />Phase II SDecific Plan DreDared for the 318-acre Citv-owned DOrtion of the Bernal <br />DrODertv located south of Bernal Avenue at Interstate 680. (SR 05:301) <br />Wayne Rasmussen, consultant, presented the staff report. <br />Mayor Hosterman asked if it made sense procedurally to take Council's comments at <br />this juncture regarding any changes or modifications prior to moving forward with the draft <br />Phase II Specific Plan concurrent with the Park Master Plan and the environmental impact <br />report (EIR)? <br />Mr. Rasmussen said it would be subject to Council determination. When the original <br />Bernal Property Task Force completed its plan, Council asked that it be allowed to review it prior <br />to formal processing and at that time, Council decided that numerous changes would be <br />appropriate. Staff is presenting a plan that it believes addresses and includes what Council has <br />requested. Staff wanted to allow Council the opportunity to feel comfortable with the document <br />that was presented to the public. <br />Mr. Fialho said procedurally, staff has set it up in such a way that it wanted to receive <br />feedback from Council now to rule out uses that it may not have an interest in so that when staff <br />presents the Plan to the community, it is presenting it with some partial endorsement from <br />Council. Council would then have the opportunity to review and modify the draft Bernal <br />Property Phase II Specific Plan after community comment. <br />Mr. Sullivan referred to Tables 3-1 and 3-2 for potentially permitted land uses and the <br />Illustrative Site Plan and pointed out there was no mention of tennis courts in the Sub-area Land <br />Use Plan. He asked if tennis courts would fit into the category of park and recreation? <br />Mr. Rasmussen said yes. <br />Mr. Sullivan asked if tennis courts could potentially be a use for Sub-Areas five, 10 and <br />13 as the plan is developed further? <br />Mr. Rasmussen said yes. <br />Mr. Sullivan asked if the Grand Park concept included natural meadows and not irrigated <br />meadows that will need mowing. <br />Mr. Rasmussen believed a natural meadow was the general desire and the consultants <br />would mimic the natural conditions, which would include a drip system for three to five years, <br />similar to what was installed at the Golf Course. <br />Mr. Sullivan believed the intent was to recreate what could have originally been on this <br />site or in the area as a natural woodland meadow.
