<br />Mr. Neal said it would be difficult to enforce unless Council specifically exempted those <br />that were permitted from the four-hour parking requirement. He encouraged residents to call <br />and report vehicles in violation of the 72-hour parking requirement or if a parked vehicle was <br />creating a safety hazard, particularly if a vehicles turning radius was blocked and/or created a <br />visual impairment and if the vehicle was parked more than 18-inches from the curb. He noted <br />there are statutes that not only permit public safety officials to site but to tow a vehicle that was <br />creating a safety issue. <br />If Council established a four-hour parking zone, Ms. McGovern asked how soon after the <br />police department ticketed a vehicle in violation could it be towed? <br />Mr. Neal said vehicles in violation of the four-hour parking zone would only be subject to <br />a citation initially and this area would need to be independently posted as a tow-away zone prior <br />to towing away vehicles after the four-hour period. <br />Ms. McGovern inquired about the cost of parking citations. <br />Mr. Neal said the cost of a parking citation is approximately $25 to $35. <br />Ms. McGovern asked if there was a way to increase the parking citations to make it <br />effective so that people would realize that they could not park their vehicles in this area for free. <br />Mr. Roush said Council sets the parking fines and staff could look into the matter. <br />Ms. McGovern believed the parking fines needed to be increased in order to make it <br />effective and remedy the situation. <br />Mr. Brozosky asked if violators could be cited every four hours if found in violation. <br />Mr. Neal said yes. <br />Ms. McGovern asked if the Police Department volunteers would work on the weekends. <br />Mr. Neal said yes. <br />Mayor Hosterman noted the neighborhood had expressed an interest in establishing a <br />four-hour parking zone only in sections identified by Mr. Zamora and diagramed as Sections A <br />and B, and allowing voluntary parking permits for these neighborhood residents. She <br />suggested using this combination on a six-month or year trial basis. <br />Mr. Brozosky was not sure the combination of a four-hour parking zone in certain <br />sections only and voluntary parking permits would solve the residents' problems. <br />Mr. Sullivan concurred with Mr. Brozosky and believed there should be a consistent four- <br />parking zone on the east side of Santa Rita Road north of Alisal Street along Santa Rita <br />frontage road unless a resident had a parking permit. <br />Ms. McGovern asked how permitted parking would be controlled. <br />Pleasanton City Council 10 11/01/05 <br />Minutes <br />
