<br />Ms. McGovern said all the projects she has seen since being on Council had a <br />20% contingency. She asked about this because the golf course kept requiring more <br />and more funding. She preferred to know what needed to be raised for the project in <br />the beginning. <br />Mr. Wolfe believed the contingency was set at 10"10 because the architects had a <br />great deal of experience in constructing these types of facilities and were comfortable <br />with that figure. If Council would be more comfortable, a higher percentage can be set. <br />Ms. McGovern asked if any green building features were incorporated in the <br />design. <br />Mr. Schindler said in general, all their projects include use of green material. <br />There is no specific item such a solar energy on this project. It is more difficult on this <br />type of project. However, in their choice of materials, they are being environmentally <br />conscious. They have sited the building in such a way that proper northern lighting is <br />given for classrooms. The theater shell is concrete block, which is good for sound and <br />thermal insulation. They have not used any special "showcase" elements. <br />Ms. McGovern asked if the old firehouse were being retrofitted for earthquake? <br />Mr. Schindler said yes. <br />Ms. McGovern asked Greg Resnick how his group was doing on fund raising. If <br />the city has a goal of going to bid in January 2006, is there a plan for how the funds are <br />to be raised by a certain date? She wanted to know if he wanted the city to advance the <br />costs? <br />Mr. Resnick said as the process goes forward, they want to demonstrate a <br />performance level to give the city confidence to do what it needs to do at certain <br />decision points. For example, if the project goes out to bid in June 2006, they would <br />have a trajectory in place that would give the city confidence about how much money <br />they can raise. They have identified several hundred thousand dollars to date. He <br />hoped that there would be significant funds pledged and raised so the city is <br />comfortable to continue it's planning. For cost effectiveness, it was possible the city <br />might choose to advance funds to be reimbursed by the Foundation. The shell could be <br />constructed and the Foundation would then put in amenities as funds are raised. The <br />goal is to raise a million dollars more than the actual construction costs in order to start <br />an endowment. <br />Ms. McGovern thanked him and the Foundation for its efforts.
