<br /> Mr. Sullivan asked if encouraging golf course traffic to turn right exiting the golf course <br />would constitute a significant traffic circulation change to the environmental impact report? <br /> Mr. Roush believed this was the idea because there was an assumption made with the <br />EIR that a certain amount of traffic would turn left versus right and, therefore, disburse this traffic <br />throughout the Happy Valley Loop System which is why there is not a sign at the exit of the Golf <br />Course that prohibits left hand turn traffic out of the Golf Course. The County has discussed <br />taking action that would prevent traffic from turning left out of the Golf Course and traveling <br />down Happy Valley Road, which has not come to fruition. <br /> Charles Clark, a Pleasanton resident, pointed out pages 14 and 15 of the minutes of <br />September 19 pertaining to the Condominium Conversions referred to the Housing Element of <br />25 percent. He noted Pleasanton currently has 23.8 percent of properties that were built as <br />rental units and believed these were single-family residences, planned development town <br />homes and multiple family condominium absentee owners and not properties that were built as <br />rental units which totaled 2,073 residences which were not included in a normal analysis of the <br />rental properties which makes the number 10 percent higher than what was stated in the <br />September 19 minutes. <br /> Mayor Hosterman asked staff to look into the matter. <br />6. (SR 05:260) <br />Appeal of the Planning Commision's denial of the appeal of the Zoning Administrator's approval <br />of an application for administrative design review to construct an approximately 385-square-foot <br />first-floor addition and an approximately 221-square-foot second-floor addition to an existing <br />single-family residence located at 4769 Peaceful Lane. Zoning for the property is PUD-MDR <br />(Planned Unit Development - Medium Density Residential) District. <br /> Jerry lserson, Director of Planning and Community Development, presented the staff <br />report. <br /> Mr. Brozosky asked if Council was limited to the two conditions added by the Planning <br />Commission? <br /> Mr. lserson said no. <br /> Mr. Brozosky asked if staff changed the 24-gallon trees to 15-gallon trees. <br /> Mr. lserson said no.
