Mr. Fialho said the assumptions by which the roundabouts were constructed are still
present today in staff's recommendation.
Mayor Hosterman was aware that construction of the roundabouts was part of a larger
cost for infrastructure. She asked staff to provide Council an estimate for the cost to install the
two roundabouts.
Mr. Wilson said staff did not break out the cost for the construction of the two
roundabouts.
Mr. Fialho noted that the bid was not itemized and the project was a complete package
and a portion of it included the two roundabouts.
Mayor Hosterman pointed out there would be a cost to remove the two roundabouts.
Mr. Fialho said that was correct.
Mayor Hosterman pointed out there are 187 homes that are in the constructed process
in the Vineyard Avenue Corridor and Council does not know what the implications would be on
Vineyard Avenue with the added traffic from these homes. If there were Council support and
rather than remove the two roundabouts, she asked if there was an opportunity, given the space
constraints that exist, to improve the roundabouts and make them safer and make the traffic
flow smoother at a relatively livable speed limit, and also provide an opportunity for bicyclists
and pedestrians to move through the roundabouts?
Mr. Wilson said staff has been challenged with this question. The roundabouts are
based on the fact that they are a proven entity in other jurisdictions and making them larger
changes the entire functionality of the roundabouts of speed and how vehicles interact with
them. Staff could not find a way to change the diameters of the roundabouts to improve them,
and staff found it was on better grounds to stay with a proven standard for the roundabouts.
Since the last Council meeting, staff has painted the curb of the roundabouts with reflective
paint to make them more apparent to address the concern of not being able to see the
roundabouts at night.
Mayor Hosterman asked if the roundabouts have worked to reduce the speed of traffic
on Vineyard Avenue?
Mr. Wilson said yes.
In response to an inquiry by Mr. Brozosky, Mr. Wilson said staff is aware of the traffic
speed on both sides of the roundabouts and what the speed is for vehicles entering and exiting
and for the area between the two roundabouts, the speeds are reduced. He noted that staff
does not have a before and after comparison as Vineyard Avenue was not opened without the
roundabouts.
Mayor Hosterman invited public comments.
Pleasanton City Council 15 10/18/05
Minutes
