<br /> MINUTES <br /> OF THE <br /> SPECIAL MEETING <br /> OF THE <br /> CITY COUNCIL <br /> August 30, 2005 <br /> 1. CALL TO ORDER <br /> Mayor Hosterman called the Special Meeting of the City Council to order at 10:26 p.m. <br /> The Deputy City Clerk called the roll as follows: Councilmembers present were: Steve <br /> Brozosky, Cindy McGovern, Matthew Sullivan, Jerry Thorne, and Mayor Jennifer Hosterman. <br /> Staff members present were: Nelson Fialho, City Manager, Lynn Tracy Nerland, Assistant City <br /> Attorney, Jerry Iserson, Director of Planning and Community Services, and Brian Swift, Retired <br /> Director of Planning and Community Services. <br /> 2. MEETING OPEN TO THE PUBLIC <br /> There were no speakers. <br /> 3. ACTION ITEMS CONCERNING GENERAL PLAN UPDATE: CIRCULATION ELEMENT <br /> UPDATE <br /> Mr. Fialho indicated staff was asking Council to accept the definitions for cut-through <br /> traffic as presented and as the process continues discussions can be held with Dublin and <br /> Livermore to see if the language needs to be changed or not. <br /> It was moved by Mr. Sullivan, seconded by Mayor Hosterman, to accept the staff <br /> definitions of cut-through traffic as a working draft to be used as a tool to help <br /> understand where traffic is going with the understanding that there will be discussions <br /> with Dublin and Livermore to seek standardization. <br /> Mr. Brozosky did not like the example for city-based arterial cut-through traffic which <br /> says someone who lives on one side of town and wants to go to the mall and does not use the <br /> freeway, is considered cut-through. He acknowledged it is necessary to establish basic <br /> terminology so everyone understands what is being discussed. He did not see an advantage of <br /> approving the definitions at this meeting. <br /> Mr. Fialho felt Council could take the same approach as it did with the Circulation <br /> Element and just adopt the definitions as a working draft to be adjusted as the process goes <br /> forward. <br />
