<br />Mr. Knowles said photo speed enforcement is costly. He pointed out that there is no <br />study that indicates that active speed enforcement will have any effect for more than two days <br />after enforcement ends. He pointed out that radar speed signs and speed lumps are effective <br />24 hours a day, seven days a week, which he did not believe could be realized in any other cost <br />effective manner. <br />Mr. Brozosky asked if the radar speed signs could be dimmed at certain hours of the day <br />to prevent from being a disturbance to people. <br />Mr. Knowles said radar speed signs have dimming sensors, which automatically adjust <br />in the evening. He pointed out that the radar speed signs are not as bright at night as opposed <br />to the daytime. <br />Mr. Brozosky expressed his concern about the look of the radar speed signs. <br />Mr. Knowles said staff could dress the radar speed signs up but like any traffic sign, the <br />purpose is to grab people's attention in order to be effective. <br />Mayor Hosterman invited public comments. <br />Steve Blaney, a Crellin resident, supported the continuation and use of speed lumps on <br />Crellin Road. He noted that the safety of the children in this neighborhood is more important <br />than the appearance of the neighborhood. <br />Richard Aafedt, a Crellin resident, supported the continuation and use of speed lumps <br />on Crellin Road. <br />Mary Belden, a Crellin resident, supported the continuation and use of speed lumps on <br />Crellin Road and would be a welcoming addition to the City's Traffic Calming Program. <br />Paul Miecznikowski, a Crellin resident, supported the continuation and use of speed <br />lumps on Crellin Road as they have adequately reduced the critical speed. <br />Howard Mendenhall, a Pleasanton resident, believed the speed lumps have noticeably <br />slowed traffic and supported retaining the speed lumps on Crellin Road <br />Chris Beratlis, a Pleasanton resident, believed the speed lumps are demeaning to the <br />neighborhood and unattractive. He questioned the validity of the traffic studies that were <br />conducted and mentioned that he did not receive a questionnaire. He believed additional traffic <br />enforcement would adequately address the problem. <br />Steve Grider, a Pleasanton resident, noticed a definite change in the quality of life with <br />the addition of the speed lumps, which has helped to reduce the critical speed. He believed this <br />was a life safety issue and urged Council to retain the speed lumps on Crellin Road. <br />Amy Sluss, a Pleasanton resident, supported the continuation and use of speed lumps <br />on Crellin Road. She underlined the fact that as a safety issue, the speeds lumps have been <br />effective and the City has a larger responsibility towards safety than towards the negative <br />impact of the overall appearance of the lumps. <br />Pleasanton City Council 18 08/16/05 <br />Minutes <br />
