Mr. Sullivan said he could support the motion if the time frame for this process was less
of a deadline to more of a progress update and at staff's opinion, schedule this matter as a
public hearing where staff may report back on the progress of this issue.

Ms. McGovern believed this could be part of the staff report. She wanted St. Clare's and
the neighborhood to know that Council is willing to give them this additional time and that on
September 6, the matter be presented to Council to take action if it does not see that any
progress has been made.

Mr. Sullivan said he would support the inclusion of the time frame for this process as
long as there is an option to continue with the community process if progress is being made.

The substitute motion as made by Mr. Sullivan, seconded by Mayor Hosterman,
was amended to continue this item and direct staff to develop a consensus building
public process facilitated by an independent professional facilitator that includes the
applicant and the neighborhood to develop a mutually agreed project by both parties;
direct staff to provide an informational report by mid-August regarding an update on the
process; and direct staff to agendize this matter as a public hearing on September 6 for
action by the Council.

The roll call vote was taken as follows:
AYES: Councilmembers - McGovern, Sullivan and Mayor Hosterman
NOES: Councilmember Thorne
ABSENT: Councilmember Brozosky
ABSTAINED: None

Mr. Fialho said staff would convene a meeting of church and homeowners
representatives and secure the services of a professional facilitator and attempt to report back
to Council by September 6.

The meeting recessed at 10:00 p.m.

The meeting reconvened at 10:10 p.m.

6~
PUD-46, City of Pleasanton
Application for Planned Unit Development (PUD) development plan approval for Phase
One of the Bernal Community Park sports fields on an approximately 13-acre site located
south of Bernal Avenue, east of Valley Avenue, and west of the Union Pacific Railroad
tracks. Zoning for the property is PUD (Planned Unit Development) District. Also
consider a Negative Declaration for the project. (SR 05:195)

Wayne Rasmussen, consultant, presented the staff report.

Ms. McGovern was concerned about the size of the restroom areas and infant changing
tables for both the men and women's facilities.

Mr. Fialho said the programming for the restrooms has not been confirmed. It is
anticipated that there will be five water closets for the woman's restroom and two water closets
and three urinals for the men's restroom with the possibility of a separate family restroom with a
changing table.

Pleasanton City Council 18 07/19/05
Minutes
