He addressed previous comments made in <br />reference to the meeting location of Boy Scout Troop 908 as justification for expanding St. <br />Clare's and noted that Boy Scout Troop regulations do not require Troops to meet at its <br />chartering organization. He believed the curmnt meeting location of Boy Scout Troop 908 at <br />Hart Middle School was an adequate facility. He pointed out that the aerial photograph also <br />illustrates on the same scale the property that St. Clare's has versus the property of Trinity <br />Lutheran Chumh and provided a comparison between the two facilities. <br /> <br /> Phillip Sayre, appellant, pointed out that he did not live close to the Church. His concern <br />was that the proposed master expansion plan impacts the entire Valley Trails community. He <br />noted that there is only one way in and out of St. Clare's, which causes traffic problems. He did <br />not want St. Clare's to incur additional costs. The first plan presented to the Valley Trails <br />neighborhood has not changed much other than the driveway and other amenities that St. <br />Clare's agreed to give up. He would prefer to go back and discuss the project and see if them <br />was a way to expand St. Clare's to meet its future goals in a way that would benefit both the <br />Church and the surrounding neighborhood. He believed a simple solution to addressing the <br />speeding problem on National Park Drive would be to place speed bumps on this street. He <br />concurred with comments made by Ms. Cox regarding the neighborhood meetings and believed <br />these meetings were informal and there was no definition or anything concrete that produced a <br />proposed master expansion plan that benefited both St. Clare's and the neighborhood. <br /> <br /> Mayor Hosterman declared the public hearing closed. <br /> <br /> Mayor Hosterman believed a better job could have been done from a City standpoint. <br />While she liked the proposed master expansion plan, she did not live in the Valley Trails <br />neighborhood. She would like for this project to have the same type of opportunity similar as to <br />what occurred with the Busch project. With a honest first effort, she believed there was an <br />opportunity to put together and piece together an adequate project that not only the parishioners <br />of St. Clam's could be proud of but also the neighborhood and the entire community. Council <br />needs to do its best to bridge the gap between the parties. She suggested that Council <br />entertain discussion amongst and between themselves and come up with some way in which <br />Council could move forward. She asked staff to be integrally involved in a pm cess of discussion <br />regarding expansion of St. Clare's and the impact to the neighbors. <br /> <br /> Mr. Sullivan concurred with Mayor Hosterman's comments. He appreciated the <br /> outreach efforts St. Clare's provided to the community; however, it is oblivious that it has not <br /> satisfied the concerns of the Valley Trails neighborhood. He noted that community centemd <br /> government is important to him which goes beyond having initial meetings and gathering input <br /> and massaging plans. He believed that if there is a project, whether it is a housing <br /> development, office building or a church expansion, if it has a significant impact on a <br /> neighborhood, the neighbors should be an integra I part of a collaborative process to address <br /> those issues and hopefully come away with having these issues addressed while meeting the <br /> needs of the applicant. He believed the Mayor's suggestion was a better way and he also <br /> believed that what the neighbors are requesting was reasonable. He believed St. Clare's has a <br /> high value to this community and should be allowed to expand and help to meet the needs of its <br /> congregation and the community. He did not believe this project was at the point of where he <br /> could support approval. He preferred for Council to continue this matter and ask staff to put <br /> together a working collaborative process involving St. Clare's and the neighborhood to come up <br /> with a plan that everyone can live with.
