Meeting Open to the Public <br /> <br /> Robert Allen, 223 Donner Avenue, Livermore, spoke strongly in favor of more <br />public transit to reduce cut through traffic. He suggested a BART Livermore Express <br />Bus Shuttle and felt this would reduce cut through traffic and congestion. He urged <br />LAVTA to run a shuttle for each BART train during peak commute hours. He believed a <br />six-month experiment would cost about $108,000 and Supervisor Haggerty has <br />consented to try to get the funding from the Bay Area Air Quality Control District. <br /> <br /> Mayor Hosterman asked Mr. Brozosky, the LAVTA representative, to address <br /> this issue. <br /> <br /> Mr. Brozosky indicated LAVTA has reviewed this proposal and Supervisor <br /> Haggerty has submitted a grant proposal to the Bay Area Air Quality Control District. <br /> This was discussed at the BART to Livermore meeting last week. The BART <br /> representatives did not feel people would use this shuttle service and preferred a BART <br /> bus throughout cities. It was felt if people had to transfer from one mode to another, <br /> they would not use the service. The park and ride has only 200 places. Highway 580, <br /> without HOV lanes, would mean people would be stuck in the same traffic, so there is <br /> no advantage to public transportation at this point. If there were HOV express lanes, <br /> then there would be an advantage. <br /> <br /> Mr. Arkin asked if there were any other areas where Mr. Allen's proposal has <br /> been done and was shown to work? <br /> <br /> Mr. Allen cited a reil connection in Chicago. He proposed a bus connection with <br /> only a six-minute transfer time. He did not feel there would be transfer problems as <br /> cited by the BART staff. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, expressed concern about the <br /> constrained gateways. When Sunol Boulevard was metered, the Happy Valley Loop <br /> experienced cut through traffic. She felt the fiscal sustainability of the golf course <br /> needed to be considered when proposing a constrained gateway. People using the <br /> driving range will be stuck in traffic in the afternoon. <br /> <br /> Sheri Scarborough, 3644 Kamp Drive, strongly objected to any consideration of <br /> the Stoneridge Drive extension. She voted for four of the Councilmembers because of <br /> their opposition to the extension. Regardless of any information staff gathers about how <br /> Stoneridge may relieve traffic on 1-580, she did not feel it would be very much. The <br /> main problem is because a five-lane highway narrows to three lanes at Santa Rita Road <br /> and trying to divert traffic from 1-580 to a residential street is like redirecting the <br /> California aqueduct through a straw. It will not make much different to the traffic, but <br /> will make an enormous difference to the quality of life of the residents of this <br /> neighborhood.
