Ms. McGovern reiterated her distrust of traffic models because assumptions can <br />vary dramatically. She did not want to rely on a traffic model. She again said she <br />preferred models 1, 2 and 5 and called for the question. <br /> <br /> Mr. Sullivan agreed with Ms. McGovern. He said Mr. Swift articulated his <br />concerns that someone at the last minute could say the process was not adequate. He <br />felt Model 5 gives assurance that the process was technically correct. <br /> <br /> Mr. Brozosky expressed concern that item 5-stated Stoneridge Drive extension <br />and the West Las Positas interchange were essentially a modified General Plan <br />Circulation Element. He asked if the model should be the 1996 General Plan and not <br />an "essentially modified" one, so we don't have to go to this point again. <br /> <br /> Mr. Fialho believed recommendation 5 is a catch-all and represents the 1996 <br />General Plan, which includes West Las Positas, Stoneridge, El Charro, a potential <br />Busch extension to El Charro, etc. If it is necessary to bifumate Stoneridge and West <br />Las Positas because of possible challenges, that can be revisited later on. <br /> <br />The role call vote was as followa: <br /> <br />AYES: Councilmembers Brozosky, McGovern, Sullivan and Mayor <br /> Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />4.
