Mayor Hosterman asked if the City would still be inviting public input once Council
selected a particular draft Vision Statement, which would assist in shaping the final Vision
Statement?

Mr. Fialho said the public would be allowed input through the various elements from land
use and traffic circulation to the environment and energy elements, which will have a significant
influence on the final product.

Mr. Page pointed out that accessibility to facilities by the public is very important.

Mayor Hosterman closed the public comments.

Mayor Hosterman believed Council's task was to look at a body of language that would
be representative of a fair body that aptly reflects the direction that the community would like to
move towards through the Generel Plan precess.

Mr. Brozosky preferred the narrative appreach and would be supportive of either Version
One or Two. He wanted to add the wording '1o do business" to either Version One or Two as
suggested by Mr. Hirst.

Mr. Thorne was supportive of a narrative version. He shared some of the same thoughts
as Mr. Brozosky, particularly as it pertained to the statement of presperity for all residents. He
noted that Pleasanton has a large retired population and suggested stating in the draft Vision
Statement that Pleasanton is a great place to live, work, raise a family, do business and retire.

Ms. McGovern preferred a narrative version for the Vision Statement. She amended
Version One to include some of the statements that were presented from the community
through various email messages. She outlined the amendments which included the following
statements: (1) Pleasanton is a great place to live, raise a family, work and do business; (2) by
providing additional recreational and cultural facilities for the health and well being of our
residents by strengthening our outreach to business of all sizes; and (3) acknowledging our
relationship to the Tri-Valley region, we will work together with local governments to solve
common problems. Pleasanton will maintain a positive and productive relationship with the Tri-
Valley Region working collaboratively to address traffic and land use issues.

Mayor Hosterman appreciated Ms. McGovern's comments and suggestions. She
believed the statement "the City is committed to sustainable community principles and will strive
to meet the needs of the current generation without compromising future generations ability to
do the same" was an important notation to include in the Vision Statement. She asked Council
to contemplate adding this at some point. She recalled that Council had discussed whether it
wanted to create a separate sustainability element of the General Plan or have this element
woven throughout all of the elements of the General Plan.

Mr. Sullivan believed the Vision Statement was an important step and was missing from
previous Generel Plans. He believed Council needed staff's assistance in weaving all of the
ideas presented from the community together into a Vision Statement that Council could support
from a draft perspective. He was supportive of the ideas added at the Town Hall meeting to
embrace diversity, and the business community ideas and the sustainable community
principles. He believed the Vision Statement and the principles complimented each other and if
the principles were omitted at this point, some important ideas would be missing. He believed
Council needed to discuss economic sustainability which needed to be considered for this
General Plan towards build-out in addressing how the projects and services will be funded and
how the City would ensure a viable economic future from a business standpoint in the long term.

Pleasanton City Council 8 06/21/05
Minutes
