Other Speakers <br /> <br /> James Ottem, representing Congressman Pombo's office, presented a letter of <br />congratulations to Mr. Thorne on his election to City Council. <br /> <br /> David Bouchard, Executive Director of the Chamber of Commerce, presented a letter of <br />congratulations on behalf of Barbara Caughman, Director of San Francisco Office for Governor <br />@chwarzenegger, to Mr. Thorne on his election to City Council. <br /> <br /> Brad Hirst, a Pleasanton resident, requested Council consider an ordinance regulating <br />decibel levels generated from automobiles. <br /> <br /> There were no other speakers. <br />8. PUBLIC HEARINGS AND OTHER MATrERS <br /> <br />8_.~a <br />Review and consideration of proposed General Plan Update Vision Statement (SR 05:146) <br /> <br /> Janice Stern, Principal Planner, presented the staff report. <br /> <br /> Mr. Brozosky asked if any of the draft Vision Statements would be inconsistent with the <br /> 1996 General Plan? <br /> <br /> Ms. Stern said the draft Vision Statements reflects the same ideas as the 1996 General <br /> Plan with the emphasis slightly different. <br /> <br /> Mr. Fialho said some of the newer concepts, such as sustainability, environment, <br /> economic, and generation diversity are being referenced. From a land use perspective, the <br /> draft Vision Statements do not conflict with the 1996 General Plan. <br /> <br /> Mr. Brozosky referenced draft Vision Statement Version Three and noted that it <br /> mentioned prosperity for all residents. He asked staff to provide an explanation. <br /> <br /> Mr. Fialho said while the principles are important, from a staff perspective, the Vision <br /> Statement is more important. While it is important to creat~ an environment where public <br /> participation is valued and Community of Character, areas for prosperity is difficult to manage <br /> and capture from a policy perspective. He suggested that Council focus on the Vision <br /> Statement and if it wanted to remove this policy statement, staff would support it. <br /> <br /> Mr. Brozosky asked if staff's recommendation was for Council to consider the Version <br /> Three Vision Statement through the narrative and stop before the principles? <br /> <br /> Mr. Fialho said yes. <br /> <br /> In response to an inquiry by Mr. Sullivan, Mr. Fialho said that before Council focuses on <br /> the broad directive initiatives and how the principles will be accomplished and ultimately <br /> presented to the community from a value standpoint, staff needs additional time to flush out the <br /> principles through the General Plan process. Staff recommends that Council accept the <br /> working draft as a Vision Statement and leave it at that knowing that it will evolve over time.
