He was comfortable <br />with this budget and the direction the City was headed. <br /> <br /> It was moved by Mr. Sullivan, seconded by Mr. Thorne, to adopt Resolution 05- <br />053, a resolution adopting the 2005-06/2007-07 Operating Budget, Community <br />Development Block Grant Program, and Library Service Department Budget. <br /> <br /> Mr. Brozosky concurred with Mr. Thorne's request in directing staff to develop a matrix <br />that takes in account possible benchmarking items. He noted that many industries do not pay <br />full medical costs for its employees and only contribute a percentage. He did not have a <br />comfort level with the five-year projections as provided by staff and noted that Council needed <br />to look at the long-term costs of some of the City's programs and how new programs and <br />associated costs aro added through build-out. <br /> <br /> Ms. McGovern pointed out that reserves are nothing more than one-time money and <br />once spent, they are gone. She was pleased the City has the reserves it does, particularly in <br />current economic times. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Brozoaky, McGovern, Sullivan, Thorne, and <br /> Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Fialho recognized and thanked the Department Heads for assisting in the <br />preparation of the budget, and particularly, Ms. Rossi as she worked many hours to put together <br />a comprehensive budget. <br /> <br />8d(3} <br />Adoption of the City of Pleasanton four-year Capital Improvement Proqrem for Fiscal <br />Years 2005-2006 throuelh 2008-2009. (aR 05:168) <br /> <br /> Steven Bocian, Assistant City Manager, presented the staff report. <br /> <br /> Mr. Brozosky believed the Sanitary Sewer Pump Station Improvements and Upgrades <br />was a recent project by Greenbriar Homes. He asked if developer fees paid for the costs <br />associated with this project? <br /> <br /> Mr. Bocian believed some development fees would pay for these costs but the majority <br />of the costs is associated with on-going maintenance fees. He noted that this pump station is <br />used for other things in the City. <br /> <br /> Mr. Fialho said Greenbriar has paid its pro-rata share, which is why the City has revenue <br /> sources to fund this project. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Fialho said staff does not have a general <br /> estimate on the Downtown Parking Improvements project. Staff has a general estimate on the <br /> potential acquisition of the site but staff has not estimated the costs of improving the Corridor for <br /> parking. He noted that funding has been set aside for the acquisition of the site. <br /> <br /> Mr. Bocian said this project was intended for parking improvements in the downtown; <br /> however, the funds have been used in anticipation that the City would acquire the Corridor. <br /> <br /> Pleasanton City Council 26 06/21/05 <br /> Minutes <br /> <br /> <br />
