Mr. Rowe said the whip snake fence was temporarily installed during construction, and <br />subsequently a permanent fence was installed. The Department of Fish and Game believed the <br />fence was not necessary, as it was believed it would be a detriment in creating a habitat that <br />might influence any passing snakes. He noted that the permanent fence is shorter in height. <br /> <br /> In response to an inquiry by Ms. McGovern, Mr. Rowe said Alameda New Communities <br />gave the Park District $135,000 to be budgeted for the purpose of an entrance from the West <br />Las Positas intersection to the trailhead of the Park, which has been included in the District's <br />master plan. <br /> <br /> Ms. McGovern believed the staff report indicated that the Lemoines were going to <br />dedicate a one-acre parcel of land. <br /> <br /> Mr. Rowe said the Lemoines dedicated one acre at the top of its property, which enabled <br />the Park District to connect to the Trail. <br /> <br /> Mr. Fialho said staff met with the East Bay Regional Parks District Liaison Committee <br />regarding the matter. The Park District was not ready to open this area to the public, but the <br />long-term idea was to make this a staging area for access to that open space. <br /> <br />The roll call vote was taken as follows: <br />AYES: Councilmembers - Brozosky, McGovern, Sullivan, and Mayor Hosterman <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />General Plan Update Vision Statement.
