parks, basketball courts, soccer fields and baseball fields, so those activities could be <br />__ planned. Many teen centers include cultural arts with places for ceramics, recording <br /> studios, etc. She would like a center with landscape that leads into areas for other <br /> activities. <br /> <br /> Mr. Sullivan agreed a teen center should be near sports fields and activities in <br /> addition to cultural arts. He was uncertain how to do that, but would like to see a <br /> proposal. <br /> <br /> Mr. Rasmussen referred to the teen center/private youth club relationship and <br /> stated there have been several options presented. One would be to have a teen center <br /> and a separate private youth club, such as the YMCA. They could be separate within <br /> the Bemal property or joined for shared use of buildings and parking. The Youth <br /> Commission recommended there not be a private youth club because it would conflict <br /> with the teen center. <br /> <br /> Mr. Brozosky had envisioned one facility with the YMCA running some of the <br /> programs within the teen center. He believed teen centers have been successful when <br /> there is casual activity at one time and other times there are planned programs. In that <br /> regard, the City would not have to hire more staff to manage, but would rely on the <br /> assistance of the YMCA. <br /> <br /> Mayor Hosterman felt a lot of this would still be subject to change in the future. <br />-- She did not feel that level of detail was necessary at this point. <br /> <br /> Mr. Fialho commented that since the youth center is a critical piece of the <br /> property, it was helpful to staff to have direction on the concept. The Youth Master Plan <br /> Implementation Committee wants focus on a public sector driven youth center with <br /> management being provided by a nonprofit organization like the YMCA or some other <br /> foundation. He asked if Council wanted to proceed with the public sector model or to <br /> stick with both concepts. Staff felt a youth center was all that was needed, with a YMCA <br /> or other foundation to operate the facility. <br /> <br /> Mayor Hosterman agreed with that direction. The Youth Commission really <br /> wants its own place and has done a lot of work in this regard. <br /> <br /> Ms. McGovern agreed with following the staff recommendation. <br /> <br /> Mr. Rasmussen believed that the majority would like to eliminate the central <br /> location for the cultural arts center, which is in Plans B, C and E. He suggested that <br /> direction be given at a special meeting immediately after this workshop. He also <br /> recommended eliminating or combining alternatives A and D, so there is one Valley <br /> Avenue location for the cultural arts center and give direction to staff to prepare a new <br /> alternative that would locate the cultural arts center in the northeast corner of the Bemal <br /> property as has been discussed at this meeting.
