He noted that the purchase of this property is consistent with the Downtown Specific Plan and goals for South Pleasanton as well as providing access to the Arroyo. He pointed out that the Bernal Community Park is a long-term project and it will take a significant period of time to develop it. If Council gets to the point whero it is considering a development application for the Spotorno property, he believed conditioning a neighborhood park should be part of the discussion. Mayor Hosterman said she supported staff's recommendations. She saw the purchase of the property at 4254 Vervais Avenue as an opportunity for the entire City of Pleasanton. She viewed the purchase of this property as a park expansion opportunity in conjunction with the Arroyo del Valle and allowing greater access to the Arroyo. This property is the other grand entrance to the downtown and she believed it was important for Council to take every step and measure it could to highlight the downtown. She thanked the Duclairs for going through this lengthy process with Council and being patient as it worked through the issues. It was moved by Mr. Sullivan, seconded by Ms. McGovern, to approve the attached Sale and Purchase Agreement (Attachment B) with Janice and Gary Duclair and authorize the City Manager to execute documents related to this acquisition; to authorize staff to prepare a recommendation regarding the future use of this property; and to authorize a transfer of post 1998 In Lieu Park Dedication fees from the South Pleasanton Park Site Acquisition Reserve ClP project (ClP 017042) to cover the costs related to this transaction. Mayor Hosterman mentioned that the direction from the Alameda County Congestion Management Agency (CMA) was not to look specifically at what is going on local aerials. The Cities of Livermore and Dublin have real concerns about the impact to their communities should the Stoneridge Drive extension to El Charro Road and the West Las Positas Interchange be eliminated. These cities wanted an opportunity to understand the implications and to have a collective discussion on how to move forward with improvements in each individual community without severoly impacting one another. She promised both Livermore and Dublin that the City of Pleasanton would be willing to discuss and be open about what its plans are for the future in order to work together to keep traffic moving between and amongst our communities. Based upon today's discussion with TAC and PAC representatives from Dublin and Livermore, she is _ recommending that the City of Pleasanton move forward and continue with the process so long as the Stoneridge Drive extension to El Charro Road and the West Las Positas Interchange at 1- 680 are not part of the regional modeling effort.
