MEETINGS OPEN TO THE PUBLIC

Business Anniversary presentation recognizing 52 businesses celebrating 15 successful
years in Pleasanton.

Presentation by Susan Ode, International Council for Local Environmental Initiatives
(ICLEI), regarding the Cities for Climate Protection Campaign.

Ms. McGovern inquired about the cost for membership dues and asked how the City
would benefit by joining ICLEI.

Ms. Ode noted that ICLEI is a partner with the Earth Charter and many local
governments have adopted it. Membership dues are determined by population of each city, and
will entitle members access to free software as well as access to a national and worldwide
network of local governments that act to protect the climate through innovative and proven
projects.

Mr. Brczosky was concerned about the amount of time it would take staff to administer
this program. He asked about the benefits of joining ICLEA as opposed to taking the money
-- that would be used for membership dues and investing it back into the community towards
certain types of projects.

Ms. Ode said the amount of time invested in administering the program would depend
on how the program is set up.

Mr. Sullivan mentioned that the past Energy Committee put together a sustainable
energy plan, which included programs similar to ICLEA. He noted that the City is currently
updating its General Plan and the concept of sustainability has been raised for the first time. In
the near future, he could see how it would benefit the City to become a member of ICLEI.

Other Speakers

Cy Matin, a Pleasanton resident, presented an alternative option plan for the Bernal
property, which included postponing the extension of Pleasanton Avenue into the Bemal
property, thereby saving money which can be used to build additional sports fields, such as
soccer and tennis courts. He asked if his proposal could be considered at the May 12 joint
workshop meeting of the City Council and Parks and Recreation Commission.

Mr. Brozosky pointed out that Council approved the schematic design for the Phase I
Sports Fields project and this evening, Council approved a consultant agreement with M.D.
Fotheringham Landscape Architects for the design of Phase One of the Bernal Community Park
Sports Fields. He believed it would be appropriate for Council to discuss any changes for the
- - Bernal property at the joint workshop of the Council and Parks and Recreation Commission.

Pleasanton City Council 3 05/03/05
Minutes
