PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Recommendation regarding City involvement with the Auf Der Maur/Vineyard Avenue <br />oroaertv. (SR 05:080) <br /> <br /> Steven Bocian, Deputy City Manager, presented the staff report. <br /> <br /> Mr. Sullivan asked if the Inclusionary Unit Credits are discretionary at the time a development <br />application is presented and if the credits needed to be identified? He asked if a project needed to be <br />identified? <br /> <br /> Mr. Bocian said Council has complete discretion on whether it approves or disapproves the <br />use of credits. The guidelines that Council adopted request a developer to identify the specific use <br />and location for credits before being awarded, <br /> <br /> Mr. Sullivan asked if the Inclusionary Unit Credits existed, or would these credits exist at the <br />time a project was identified? <br /> <br /> Mr. Bocian said Council would need to make this decision so that a developer could say it <br />intends to use the Inclusionary Unit Credits for a development that it is planning that Council has not <br />yet reviewed or approved. From staff's perspective, staff would want to know where any developer <br />proposed using the Inclusionary Unit Credits for either an approved project or for a project that is still <br />in the concept phase. <br /> <br /> Mr. Sullivan believed that approving Inclusionary Unit Credits would be approving credits for a <br /> project that does not exist. He asked what would happen if a project never comes to fruition and the <br /> credits never materialize? <br /> <br /> Mr. Bocian said the developer would not gain any benefit from the Inclusionary Unit Credits. <br /> He believed that there might be some apprehension to approve credits for a development that has not <br /> been received by Council. <br /> <br /> Mr. Sullivan referred to Option A as noted in the staff report. If Council wanted to make its <br /> statement stronger, he asked if Council could pass a resolution or make a statement as part of the <br /> motion that it desires to see a project on this site with a significant amount of affordable housing. <br /> <br /> Mr. Bocian said Council could include this language in its motion. He noted that Option A <br /> includes some of this language by stating that the City's goal would be to work with the <br /> owner/developer to try and maximize the affordability on this site. <br /> <br /> Ms. McGovern referred to Option A and noted that this option states that "the City would <br /> advise Mr. Auf der Maur to sell the property and/or directly secure a developer with a commitment to <br /> affordable housing." Another developer who is interested in the Auf der Maur property had contacted <br /> her and a meeting has been scheduled with her and other councilmembers. This developer is <br /> considering a project that includes townhouse/condominiums with affordability for families.
