Mr. Brozosky asked if a City ordinance had been adopted regarding Green Building Standards <br />for residential properties. <br /> <br /> Mr. Iserson said this ordinance has not been adopted. Staff has worked on a draft ordinance <br />and has received significant input from the residential building community. Staff intends to bring this <br />ordinance to Council as soon as possible. The building developers are encouraged to utilize green <br />building practices to be consistent with the recent standard conditions that have been applied to all of <br />the projects. <br /> <br /> Mr. Sullivan clarified that the green building practices are a standard condition that have been <br />applied to all of the residential projects in Pleasanton. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Iserson said there is a discussion to decide <br />whether the trails should be designed to allow bicycles on the trail. The statement included in the <br />proposed design guidelines informs the residents that the public trail circling the golf course may <br />include bikes pending City approval. <br /> <br /> Mr. Fialho noted that the Parks and Recreation Commission is addressing this matter and by <br />identifying this as a condition, it informs the residents that this is subject to Council approval. <br /> <br /> Mr. Brozosky asked if a statement needed to be included to the proposed design guidelines <br />that disclosed the possibility of horses on the public trail. <br /> <br /> Mr. Iserson was not certain if this disclosure was included, <br /> <br /> Mr. Fialho noted that according to a member of the audience, the disclosure that the public <br />trail circling the golf course might include horses is mentioned in the design guidelines. <br /> <br /> Mayor Hosterman declared the public hearing open. <br /> <br /> David Bogstad, President of Loving & Campos Architects, addressed Council in favor of the <br />application and was available to answer questions. The applicants have tried to make clear design <br />standards so that everyone can follow. The nature of custom home designs for high-end houses <br />would ensure that no two homes would have the same appearance. The scope of the proposed <br />guidelines and the review procedures outlined in the guidelines would ensure that high levels of <br />design quality are achieved with these homes while providing for increased processing efficiencies. <br /> <br /> Mayor Hosterman mentioned that she attended a Local Government Commission conference. <br />A portion of this conference was devoted to form base codes, and a number of cities in California <br />have gone to form base codes in supplanting their local zoning ordinances. In reading through the <br />material for this application, it appeared to her that this was the direction that was being taken for this <br />project. <br /> <br /> Mr. Bogstad said the applicants were moving toward form base codes in order to simplify and <br />streamline the process. <br /> <br /> Ms. McGovern asked Mr. Bogstad if he was aware of the Green Building Standards? <br /> <br /> Mr. Bogstad said he is aware of the Green Building Standards and is comfortable with these <br />standards.
