project. Because the Public Works Director is on site at the golf course managing the
proiect to completion, she wondered if Council would extend the contract with Heinbuch
Golf to manage the finishing construction project of the golf course. The article
mentioned that Council might consider opening the driving range before the entire
project has been completed. She asked Council if it was their intent to open the driving
range early to specifically earn money, or to start placing traffic on loop roads where she
believed it does not belong.

Mr. Fialho said that the scope of services with Heinbuch Golf has been reduced
in recognition that the Public Works Director is working on the project full time. He
believed Council and staff would be doing a disservice to the community if it did not
weigh all the options and brainstorm various possibilities as it related to the opening of
the driving range. Staff is brainstorming a variety of alternatives up to and including
potentially opening the driving range and clubhouse prior to the golf course being
completed; a definitive decision has not been made.

Kevin Close, a Happy Valley resident, asked if a study for the bypass road was in
progress and does the development include the bypass road as outlined in the Happy
Valley Specific Plan? He believed it would be good to have the traffic situations solved
before the golf course opens.

Mr. Roush said that a status report regarding the bypass road and related issues
as addressed by Mr. Close will be provided to Council at its March 15 meeting.

-- - Judy Symcox, a Pleasanton resident, expressed opposition to the suggestion
that Council discuss the Kyoto Protocol and consider joining and becoming involved in
the International Council for Local Environmental Initiatives (ICLEI). She reminded
Council that the people of Pleasanton elected Council to handle issues within
Pleasanton.

There were no further speakers.
6. Zoning for the property is
(Office) and Downtown Revitalization Overlay District.

Jerry Iserson, Director of Planning and Community Development, presented the
staff report. He noted that there is an error in the staff report. The construction of the
restroom will cost $50,000 and not $5,000 as mentioned in the staff report.

Mayor Hosterman asked staff to discuss the specific details of the $3 million
dollar renovation project which will preserve the building's exterior appearance and
__ restore its significant interior features, including historic finishes whenever possible.

Mr. Iserson said the main reason for this project is to recognize the importance of
this facility in the community and the contributions that the veterans have made to the

Pleasanton City Council 3 03/01/05
Minutes
