He was also <br />opposed to the proposed 79-unit development plan, as the rural atmosphere would be <br />lost. <br /> <br /> Vanessa Kawaihau, a Happy Valley resident, spoke in opposition to the <br />proposed alternative to locate the bypass read to a location that is different than shown <br />in the Happy Valley Specific Plan. In January 2004, she asked the previous Council at <br />what point would it cease authorizing additional funding for the golf course. She inquired <br />about the reimbursement for the 10 City of Pleasanton lots. She asked how much the <br />City is anticipating recovering from the Happy Valley residents for the non $5.5.million <br />dollars of City infrastructure costs? She pointed out that the Spotomo medium density <br />PUD was expected to use the North Sycamore Specific Plan area infrastructure, which is <br />no longer the case. She asked if increasing the Spotorno flat land density from 16 to 79 <br />units or more would reduce the Happy Valley residents costs, or would these residents <br />need to pick up some of the costs? She reminded Council of the half a million-dollar <br />triple flip transfer last year from the In Lieu Park Dedication Fee fund to the General <br />Fund to the Bypass Reserve fund. She pointed out that nowhere in the staff report is <br />there a line item consideration for additional funds from the current developers. She <br />asked Council if the $5 million dollar temporary loan from the Water Fund would cover <br />the expenses for the water that is needed to seed the golf course, and to pay the bond <br />debt? She pointed out that consideration was not given to the condition for the <br />endowment fund for maintenance of the golf course portion of the open space area. <br /> <br /> Kevin Close, a Happy Valley resident, noted that the Alviso Adobe Community <br />Park project funds are short. He asked if the $1.2 million dollars in Capital Improvement <br />Program (CIP) reserves that is needed for additional work at the golf course would affect <br />all of the CIP projects? He urged Council to honor its commitment to the community and <br />locate the bypass road as mentioned in the Happy Valley Specific Plan. <br /> <br /> Jerry Wagner, a Happy Valley resident, expressed his opposition to the costs <br />associated with the Callippe Preserve Golf Course and alternatives for the bypass read. <br /> <br /> Written communication was provided by Daryl Horan and Julia and Mike <br />Sanderson, Happy Valley residents, informing Council how negatively the proposed <br />bypass read will impact the environment and their way of life. <br /> <br /> Mayor Hosterman closed the public comments. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Roush said the 34 residential lots <br />are not part of the equation and the cost of the bypass road will be split between the <br />Spotorno development and the City. <br /> <br /> Mr. Brozosky asked if bicycles would be allowed on the open space trail? <br /> <br /> Mr. Wilson said no. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Roush said that in order to <br />properly assess the environmental impact there will need to be some fiscal analysis <br />conducted as there will need to be some order of magnitude of what will need to occur in <br />order to build the bypass read. <br /> <br />Pleasanton City Council 22 03/15/05 <br />Minutes <br /> <br /> <br />
