Mayor Hosterman concurred with Council's comments. She noted that it is
important to maintain the integrity of the North Sycamore Specific Plan. Keeping the
three trails in mind, these neighborhoods were designed with many cul-de-sacs so that
they connect so that the children would have an opportunity to play with their neighbors
and to walk to the store without having to access Sunol Boulevard. She pointed out that
the proposed sidewalk connection presents a safety issue and believed it is important to
design it in such a way that kids are allowed to access it with their bicycles, but not given
full opportunity to going flying through the entire length of the trail. She wanted to
encourage pedestrian use and allow bicycles to at least get through the trail.

It was moved by Mr. Sullivan, seconded by Mr. Brozosky, to adopt
Resolution 05-015, a resolution denying the modification of the North Sycamore
Specific Plan to eliminate a public sidewalk connection between Sycamore
Terrace and San Carlos Way, as filed under Case PSP-8.

Mr. Brozosky asked if the ADA findings needed to be addressed in the motion.

Mr. Roush said that Council had taken action on the PUD because the PUD as
staff recommended it, included the trail. He noted that staff would draft appropriate
conditions of approval to incorporate it in the PUD plan.

The roll call vote was taken as follows:
AYES: Councilmembers - Brozosky, McGovern, Sullivan, and
Mayor Hosterman
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Brozosk'y noted that there seemed to be a requirement that a deed restriction
was included on the second unit. He thought that this would be addressed through a
City ordinance for secondary units.

Mr. Iserson said the City has certain rights, even according to State law, and
these deed restrictions are referred to in the City's current Zoning Ordinance.

There was a break at 9:41 p.m.

The meeting reconvened at 9:50 p.m.
6._.~c
Resolution ar~Drovina submittal of a !:lrant application for the California Housin~l
Finance Aaencv H.E.L.P. (SR 05:079)

Steve Bocian, Deputy City Manager, presented the staff report.

Mr. Brozosky asked when the Assisted Living Facility would open?

Mr. Bocian said the construction period would be approximately one year.

Pleasanton City Council 14 03/15/05
Minutes
