Jerry Thorne, 5144 Hummingbird Road, is a strong believer in representative <br />government. He believed that this isan important issue and one of the most important <br />issues that the City will deal with over the next two years. He supported an initiative that <br />would require voter approval of the land use plan for Phase H of the Bernal Property <br />Specific Plan. <br /> <br /> Cindy McGovem, 926 Longx41ew Drive, asked if was possible for the voters to <br />vote on the entire master plan, whether it is Phase I or Phase II? She pointed out that this <br />would build trust within the community, which would allow the community to look at the <br />entire plan and not pieces of it. She believed it would also make it clearer to the voters in <br />identifying the funding mechanisms for developing the entire park in a short period of <br />time, as opposed to over the next 50 years. <br /> <br /> Mayor Pico said that the Bernal Property Specific Plan does not provide that the <br />Phase I land use plan is subject to approval by the voters. He noted that Council made a <br />commitment at its July 20 meeting with its adoption of the Community Park initiative by <br />agreeing to the location of the sports lpark in the northeast comer of the site, and agreeing <br />that the two lighted baseball fields be given the highest priority. <br /> <br /> Ms. McGovern was in favor Of the sports fields. She asked if Phase I of the <br />Specific Plan would be approved by the voters if it were included? <br /> <br />Mayor Pico believed it could potentially be seen as a delay. <br /> <br /> Ms. McGovem asked Mayor ~ico if he believed that the entire master plan would <br />be ready in sufficient time to be able to move forward on Phase I? <br /> <br /> Mayor Pico did not know when the entire master plan would be ready.
