__ Ms. Magnie said Cingular has to apply for a building permit for the redesigned
antenna. The tower could then be removed.

Mayor Pico asked if the plan to place antennae on the water tank in any way
extended the lease on McKinley Park?

Mr. Iserson said no.
Ms. Magnie indicated Cingular has applied for a variance to install an antenna at
Santa Rita and Valley Avenues. The process takes a very long time.

There was discussion about the length of time necessary for a variance process
and the steps necessary.

Robert Gehl, 4517 Shearwater Road, supported having more cell towers in
Pleasanton. He disagreed with neighbom who were concerned about loss of property
values due to towers. He works at home several days a week and he believes his
neighbors do as well. Not having cell coverage in his neighborhood is affecting his
business. There is not sufficient coverage in Pleasanton and more cell towers are
needed. Technology has changed and towers are not as ugly as they used to be. He
did not want to penalize his neighborhood because of what happened at McKinley Park.

Ira Leitner, 4760 Mahogany Street, indicated he is a senior engineer for SBC and
he strongly believed that by 2011 there will be satellite coverage for Pleasanton and the
towers such as in McKinley Park will be obsolete. He said there is unbelievable
technology ready to be released in the future. He described the technology available for
wireless and network communication. He expressed his appreciation for the work
Council has done in Pleasanton.

Mr. Brozosky asked if micro cell repeaters could be installed on some light poles
to help solve coverage problems.

Mr. Leitner said that was possible. He explained how "cell" phones get a signal
from one cell and then as it moves to a new area it gets a signal from the next cell. New
technology changes this. He believed the Telecommunications Act should and will be
changed soon to allow new innovations in communication.

Sue Flashberger, 874 Gray Fox Cimle, indicated she sells real estate in
Pleasanton and was concerned about loss of property values. She was concerned
about the looks of the towers and the reduction of park buffers. She noted her cell
phone does not work at her home, but if she much choose between loss of property
value and no cell phone coverage, she would prefer no cell phone signal.

There being no further speakers, the public hearing was closed.

Mr. Brozosky inquired whether the lease for the McKinley Park tower site allows
the carrier to sell to another carrier.

Mr. Roush responded that it is allowed in the lease.

Mr. Brozosky referred to the fact that it is a non-conforming use and inquired if
the new lessee would be required to bring it into conformance.

Pleasanton City Council 10 10/05/04
Minutes
