Other Speakers Jerry Wagner, a Happy Valley resident, addressed Council regarding Greenbriar Homes' proposed 97-unit, single-family detached homes project on the "Spotorno Flat" along Alisal Street and the construction of a bypass road along the westerly edge of the Spotomo Property. Kevin Close, a Happy Valley resident, addressed Council in opposition to the preannexation agreements for City sewer and water that the City has entered into with some property owners outside the City of Pleasanton. He opposed the City's requirement that a property owner give up his or her first amendment rights to freedom of speech and the right to vote.
