Norman Thomas, a Pleasanton resident, asked if Council had conducted a study
to find out if all the merchants in Pleasanton have union shops, and if Council is satisfied
with their wage and benefit programs?

Judy Symcox, a Pleasanton resident, reminded Council that WaI-Mart's
application is for a design review approval to construct a stockroom addition and garden
center expansion. She did not believe it was appropriate to use Council or Commission
seats to carry out activist campaigns for special interest groups.

Ms. Renk pointed out that the amount of square footage that will be dedicated to
food sales in this store would be 2,383. She clarified that there will be no added total
food sales area that will accompany this expansion. Therefore, it will mathematically be
impossible to meet the five pement requirement of Contra Costa County's big box
ordinance.

Mayor Pico closed the public hearing.

It was moved by Ms. Hosterman to uphold the appeal, thereby not allowing
the design review approval to construct an approximately 5,264-square-foot
stockroom addition and an approximately 5,761-square-foot garden center
expansion to the existing Wal-Mart store in the Metro 580 shopping center.

The motion died due to lack of a second.

It was moved by Mr. Brozosky, seconded by Ms. Ayala, to deny the appeal,
thereby upholding the Planning Commission's approval of PDR-338.

Mayor Pico believed it is important for Council to adhere to its previous
agreements. He saw no reason for this application to be denied. He recognized that
there are many issues to consider in the future with new development.

Ms. Ayaia acknowledged Wal-Mart for being an asset to the community. She
has not noticed any traffic problems as a result of having a Wal-Mart store in
Pleasanton. She pointed out that the Economic Vitality Committee adequately
represents the businesses throughout Pleasanton. She appreciated the Committee for
providing its recommendation on the proposed Wal-Mart expansion.

Mr. Brozosky concurred with Ms. Ayala's comments.

Mr. Campbell stated that he Would support the motion.

The roll call vote was taken as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, and Mayor Pico
NOES: Councilmember Hosterman
ABSENT: None
ABSTAIN: None

Pleasanton City Council 8 09/07/04
Minutes
