Department is responding to the request firom the administration at Amador High School <br />to enforce the parking regulations. She noted that a school Resource Officer is on <br />campus to form relationships, and the feedback she has received has been positive. <br /> <br /> Kurt Kummer, 4456 Clovewood Lane, invited everyone to attend the Bernal <br />Block Party to be held on Saturday, May 15 from 11 a.m. to 4 p.m. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Discussion concerning an interim zoning ordinance prohibiting land use approvals <br />pending the General Plan Update. (SR 04:109) <br /> <br />This item was removed and continued to May 18, 2004. <br /> <br />Item 6b <br />Request from Ponderosa Homes to walve~ reduce~ or postpone its in-lieu park <br />dedication fee for the affordable units at the Busch property. (SR 04:110) <br /> <br />Steven Bocian, Deputy City Manager, presented the staffreport. <br /> <br /> Ms. Ayala noted that page five of the staff report mentioned that the City has the <br />ability to withhold the issuance of occupancy permits until the fees are paid. She was not <br />comfortable in withhold'mg occupancy permits, and asked if there was any other <br />mechanism that could be put into place? <br /> <br /> Mr. Brozosky believed that, normally, when the fees are waived for low-income <br />housing projects, it is back filled from the low-income housing fees. He asked if this was <br />correct? <br /> <br />Mr. Bocian said yes. <br /> <br /> Mr. Brozosky did not believe this applied to this process. He asked if there were <br />any provisions to backfill this from any other source? <br /> <br />Mr. Bocian said that there is no other source available. <br /> <br /> Mayor Pico mentioned that the City has a policy that states that it will not <br />consider spending this money unless it has been received. He wondered how flexible this <br />policy is, and asked if it was unacceptable to request that the in-lieu park dedication fees <br />be paid in January 2005 while still being able to spend it in the 2004-05 fiscal year? <br /> <br /> Mr. Bocian said it would not be unacceptable to request that the in-lieu park <br />dedication fees be paid in January 2005. The staffreport indicated that the City is trying <br />to be more conservative in terms of programming CIP revenues.
