opportunity to plan for the affordable units in conjunction with the market rate units and <br />some of the larger expensive units. She was not suggesting that fees be eliminated, but <br />she was suggesting that the burden be redistributed in way that is more rational. She was <br />hopeful that Council would provide this development some relief, as it provides many <br />benefits to the community. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> Ms. Hosterman was more concerned about what this project would look like <br />initially and how it would fit in with the community. She said that she did not pay <br />particular attention to all of the details and the evolution of the process for this project <br />from the beginning to the end. She asked staffto review the difference of the initial fee <br />being in the $606,000 range and how it increased to the $1.3 million dollar range. <br /> <br /> Mr. Bocian said that when the project was approved, $606,000 was the actual fee <br />for the units. In August of 2003, Council approved an adjustment to the in-lieu park <br />dedication fee, which increased the fee amount. Since Ponderosa Homes is pulling its <br />building permits after the fee was increased, it is subject to the increased fee. <br /> <br />Ms. Ayala indicated that the fee was not increased arbitrarily. <br /> <br /> Mr. Bocian said that a complete study was conducted to determine the fee <br />increase. <br /> <br /> Ms. Ayala believed the fee increase was considered in the context of build out, <br />what facilities were needed for this community and how the City could reach that goal. <br /> <br />Mr. Bocian agreed. <br /> <br /> Mayor Pico asked if the fee being charged on the affordable units was any <br />different than what is being charged on other units? <br /> <br />Mr. Bocian said no. <br /> <br /> Mayor Pico did not believe there was a difference in the calculation of the fee <br />with respect to whether or not the individuals purchasing the homes may be active users <br />of the park facilities. <br /> <br /> Ms. McKeehan said that there is a benefit fi'om a park being located in a particular <br />area as opposed to having buildings constructed on it.
