to what kind of money will be received fi:om the Federal government and how it will be <br />allocated, and until it is figured out how traffic congestion will be resolved throughout <br />the region. She wants to be able to use the very best that Pleasanton has and the very best <br />this community has is the 2003 Baseline Traffic Model. If Council discusses a different <br />type of project, she would like for the appellant's traffic consultant to use the City's latest <br />traffic model in order to provide good solid numbers. <br /> <br /> In looking at the traffic models, Mr. Brozosky pointed out that the traffic at <br />Stanley Boulevard, Valley Avenue, and Bemal Avenue will be the same if the 2000 or <br />2001 Baseline Traffic models were used. The trip generation will be the same no matter <br />what traffic model was used. The first intersection located near the project will be the <br />same. Where the traffic model is different is downstream in calculating where the traffic <br />is coming from. <br /> <br /> Ms. Ayala asked staffto clarify this matter. She thought that the new traffic <br />model was used. <br /> <br /> Jeff Knowles, Deputy Director/Transportation, said that staff provided the City's <br />2003 Baseline Traffic Report base data for existing and approved land development <br />project conditions to the applicant's traffic engineers, which are sometimes referred to as <br />the 2010 Traffic Volumes. The 2003 Baseline Traffic Report is called the synchromodels <br />where stafftakes the model data and inputs it into a software package that creates the <br />simulations that are used for all of the LOS calculations. He believed the traffic <br />consultants had taken the project traffic and added it to what was included in the baseline <br />report and then presented to Council what the LOS would be and the animations for <br />Stanley Boulevard and Valley Avenue, which was based on the 2003 Baseline Traffic <br />Report, existing plus approved traffic, plus what the consultants believed the project <br />traffic would add to that scenario. <br /> <br />Ms. Ayala asked if Highway 84 improvements were included. <br /> <br />Mr. Knowles said no. <br /> <br /> Ms. Hosterman stated that the project traffic numbers are based upon project <br />patron numbers and the project patron numbers go through year five of the six-year <br />phase. Therefore, it is unknown how many patrons that the water park will have when the <br />project is completely built out, which is her point. She did not believe this information <br />was solid enough. She mentioned that she asked this question several weeks ago and she <br />did not receive an answer. <br /> <br /> Mayore Pico asked Mr. Knowles if, in his professional experience and based upon <br />his knowledge of the traffic model and the traffic conditions of the City, he anticipated <br />that this project as developed and as built out according to the plans will have any <br />significant impact on the traffic in the City of Pleasanton? <br /> <br />Pleasanton City Council 8 03/30/04 <br />Minutes <br /> <br /> <br />
