At its last community meeting, the members were informed of
an interest of one of its members to recruit interested parties to talk with the City and
property owners about potential alternate bypass roads that might be quicker, more
affordable, and might entice property owners to pay for mitigation so that property
owners could potentially have free sewer and water services. By unanimous vote, all
members of the Alisal Improvement Club stand united for an upper bypass road, and only
an upper bypass road. There is no substitute in the members' minds. He believed there
was only a small minority who were in favor of getting free sewer and water. This issue
affects the quality of life of all residents in the Happy Valley area. He urged Council to
continue to pursue an upper bypass road and to realize that the community stands strong
in its desire to have an upper bypass road.

Kevin Close, 871 Sycamore Road, addressed Council regarding his concerns for
south Pleasanton ifa moratorium were adopted. While he was aware that the Happy
Valley Specific Plan is exempt from the proposed moratorium, all of the developers
within the Happy Valley Specific Plan, the golf course Open Space, the City of
Pleasanton, the Spotomo family, and the existing residents in the Happy Valley area

Pleasanton City Council 4 04/06/04
Minutes
