He asked if this happened <br />before it was annexed into the City or did the City issue a conditional use permit for the <br />property? <br /> <br />Mr. Swirl said that this area was developed while it was still in the County. <br /> <br /> Ms. Ayala asked if any portion of the 11 acres was attributable to a potentiai <br />BMX Park? <br /> <br /> Mr. Swift said that the proposed plan would add the new parking area. The <br />existing hill would remain but ail of the water slides on it would be redone. The access <br />walkway would be redone and a higher platform would be constructed. New water slides <br />would come from that area, as well as expanding a certain area with the other pools, <br />facilities and the concession stands. The entrance would be located at a different location <br />and an emergency access way will follow the existing levy. He believed that three <br />quarters of the former Oliver De Silva property would become overflow parking. The <br />area next to it is an area where the City has had discussions with EBRPD about creating a <br />BMX facility. <br /> <br /> Before Council zoned this area as Public and Institutionai, Ms. Ayala believed <br />this area was zoned for commercial, and, therefore, the traffic count for this area would <br />be commensurate with normal, commercial traffic. <br /> <br /> Mr. Swift said it was hard to tell what the use of that site would have been. There <br />was never any actual application for it. It was zoned commercial and it could have been <br />retail or office. <br /> <br />Mr. Brozosky asked if the traffic model included that area for traffic counts? <br /> <br /> Mr. Swift said no. The existing plus approved traffic in the build out traffic <br />models, which in the 1996 General Plan, would have traffic generated from that site as <br />part of the Generai Plan build out. He continued with the overview by showing where <br />the water slide facility expands, which includes the overflow parking and its relationship <br />to existing houses on the south side of the Arroyo del Valle. He presented a map of the <br />water slide facility as well as the parking area, which showed the new entrance from <br />Stanley Boulevard, which allowed for a much greater capacity in moving vehicles into <br />the facility. The key issue has been with peak day traffic where many cars arrive in one <br />short period of time. The main issue has been to avoid traffic backing up at the traffic <br />signai on Stanley Boulevard.
